Summary:According to the research direction «System analysis and forecasting of the development of energy and energy consumption», an optimization model of the schedule of the project program as «network of networks» was developed, with consistent of the interdisciplinary, large-scale and progressive organizational approach of Systems Engineering (SE), where complex and heterogeneous complexes are represented by «systems of systems» (SoS). According to this organizational hierarchy, the successive detailing of the system at a certain level separates structures, processes and specific calculations in them, which generally leads to a coordinated and balanced discipline and practice of searching, analyzing and implementing balanced management decisions regarding organization, design, planning, production, operation and development at all levels of the structure of the integrated complex. A project program is a system of projects linked by a common final result, which are coordinated to achieve advantages that are not available when managing them separately. In turn, the project is a system of operations interconnected in order of technological subordination. Accordingly, the developed model of the project program consists of a network of functionally different project networks, each with a unified, but own configuration and data, controlled by a single algorithm for solving the optimization problem. It is built on the platform of spreadsheets in the form of an informational connected two-level network structure, where the lower level is formed by network automatic (formula) project models with nodes-operations, and the upper one is a network, the nodes of which are outputs of project models, connections between levels is implemented by links according to the rules of collective access to files, functionally it is an integrated table calculator that automatically reproduces all updated values of network indicators of project networks when the data of the lower level of such a structure changes, these values are further summarized and directed to the formation and visualization of network diagrams . The purpose of developing such an optimization model is to respond as quickly as possible to changes in the configuration of project networks and data at the stage of collective discussion of the development and planning of a unique project program, because due to the complexity and duration of project programs against the background of continuous progress in the supporting techniques and technologies, such changes are rather the norm, than an exception.
