description Different aspects of phenomenological description of mechanisms of generation and distribution of spontaneous component of electromagnetic emission of lithospheric origin have been considered in the paper. Equations of generation of spontaneous electromagnetic signals and possible directions of their modification within the limits of fractal electrodynamics, which unites fractal geometry with electromagnetism are being analyzed. Fundamental character of the problem, the difficulties of its solution and its actuality for practical applications are accentuated.
