Summary:The aim of the study is to identify a general indicator and priority parameters of complex industrial systems that determine the prospects for their development. Existing rating assessment approaches in multi-parameter problems are considered. The analysis showed that Harrington's desirability function is satisfied to the greatest extent for the problems under consideration. The results of the analysis of production indicators of metallurgy (steel production in the world, the Russian Federation (RF) and Ukraine; the level of investment, the dynamics of world prices for metal products) are presented. Objective and subjective reasons for the unstable operation of the industry in recent years are established. Objective factors include world steel production and consumption, world steel product prices, the state of the world economy and global financial crises, and the reliability of world currencies. Subjective factors include steel production in Ukraine, indicators of export, import and domestic consumption of metal products, the effectiveness of legislative state support for metallurgy, investment policy in the industry, scientific and technical support for metallurgical production, and a number of other indicators. A generalized indicator of the efficiency of the mining and metallurgical complex of Ukraine is proposed, which is based on expert-mathematical processing of the main parameters that determine the industry. It is shown that the use of a generalized performance indicator allows us to fulfill the forecast for the development of the industry and identify priority areas for its development. Using a software approach allows you to develop target settings for the optimal development of the industry, including due to the implementation of target settings of the most important parameters of its work. Taking into account the minimum and maximum values of the above criteria, it was found that the probability of achieving the planned indicators of the prospective development of the mining and metallurgy sector is from 35 to 82 %.
