Purpose of the work is to analyze the perspective directions for the development of transport biofuels sector in Ukraine. Current state and prospects for the production and utilization of transport biofuels in the EU are presented. It is shown that the consumption of transport biofuels in the European Union increased quite dynamically during 2004-2012, experienced a stagnation period for the next four years and started to rise again from 2017. Directive (EU) 2018/2001 (RED II) sets the mandatory target of achieving 14% of renewable energy in the EU transport sector by 2030, with a mandatory share of second generation biofuels. Analysis of the situation in Ukraine shows that the production of bioethanol and biodiesel, unfortunately, has not reached wide development. Over the past twenty years, several relevant programs were developed and approved in the country, but their implementation was not successful in terms of achieving the goals. Today, there are about 20 bioethanol producers in Ukraine with a total capacity of more than 300 kt/yr, but only 8 enterprises with a total capacity of 128 kt/yr are operating. It is known that 14 biodiesel plants with a total capacity of 300 kt/yr have been built in Ukraine, but at present they are actually idle. In addition, there are about 50 smaller enterprises capable of producing up to 25 kt of biodiesel per year, but no reliable information on the actual activity of these enterprises is available. It is obvious that the sector of transport biofuels is currently in a state of stagnation in Ukraine. To improve the situation, it is necessary to implement the consistent state policy and appropriate incentive instruments. |

Целью работы является анализ перспективных направлений развития сектора моторных биотоплив в Украине. Представлены текущее состояние и перспективы производства и использования моторных биотоплив в ЕС. Показано, что потребление моторных биотоплив в Евросоюзе достаточно динамично росло в течение 2004-2012 гг., переживало период стагнации следующие четыре года и вновь начало увеличиваться с 2017 года. Директивой ЕС 2018/2001 (RED II) поставлена обязательная цель достижения 14% возобновляемой энергии в секторе транспорта до 2030 года, при этом обязательной является доля биотоплива второго поколения. Анализ ситуации в Украине показывает, что производство биоэтанола и биодизеля, к сожалению, так и не получило широкого развития. В течение последних двадцати лет в стране были разработаны и утверждены несколько соответствующих программ, но их выполнение не было успешным с точки зрения достижения поставленных целей. На сегодня в Украине насчитывается около 20 производителей биоэтанола общей мощностью более 300 тыс. т/год, но действуют из них только 8 предприятий общей мощностью 128 тыс. т/год. Известно, что в Украине построено 14 биодизельных заводов общей мощностью 300 тыс. т/год, которые фактически простаивают. Кроме того, есть около 50 меньших предприятий, способных производить до 25 тыс. т биодизеля в год, однако достоверной информации о фактической деятельности этих предприятий нет. Очевидно, что сейчас сектор моторных биотоплив Украины находится в состоянии стагнации и для его вывода из этого состояния необходимо введение последовательной государственной политики и соответствующих инструментов стимулирования. Метою роботи є аналіз перспективних напрямків розвитку сектору моторних біопалив в Україні. Представлено поточний стан та перспективи виробництва і споживання моторних біопалив в ЄС. Показано, що споживання моторних біопалив в Євросоюзі достатньо динамічно зростало протягом 2004-2012 рр., переживало період стагнації наступні чотири роки і знову почало збільшуватися з 2017 року. Директивою ЄС 2018/2001 (RED II) поставлено за обов’язкову мету досягнення 14% відновлюваної енергії у секторі транспорту до 2030 року, при цьому обов’язковою є частка біопалив другого покоління. Аналіз ситуації в Україні показує, що виробництво біоетанолу та біодизелю, нажаль, так і не набуло широкого розвитку. Протягом останніх двадцяти років в країні було розроблено і затверджено декілька відповідних програм, але їх виконання не було успішним з точки зору досягнення поставлених цілей. На сьогодні в Україні налічується близько 20 виробників біоетанолу загальною потужністю більше 300 тис. т/рік, але діють з них лише 8 підприємств загальною потужністю 128 тис. т/рік. Відомо, що в Україні побудовано 14 біодизельних заводів загальною потужністю 300 тис. т/рік, які фактично простоюють. Крім того, є близько 50 менших підприємств, здатних виробляти до 25 тис. т біодизелю на рік, але достовірної інформації про фактичну діяльність цих підприємств немає. Очевидно, що наразі сектор моторних біопалив України знаходиться у стані стагнації і для виведення його з цього стану необхідно запровадження послідовної державної політики та відповідних інструментів стимулювання.
