Summary:One of the main reasons of unsatisfactory development of energy supply systems based on the local fuel and energy resources in the regions is the lack of scientific researches and the methodological recommendations for the development and implementation of suitable regional target programs.The article is devoted to the analysis of methodological aspects of the prerequisites for the energy supply systems development of the regions (districts), the component parts of the problem and the ultimate goals, as well as the elaboration of a common strategy and procedure of its implementation by the possibilities and without outside help for the local self-government bodies in the absence of financing sources.Such base concepts as «problem» and «goal» are specified, their intercommunication with the process of search of the proper decisions is certain. The necessity of the preparatory stage of the having a special purpose program, which the organizational becoming of process of its realization is carried out within the framework of, is underlined. Approaches of fragmentary progressive advance and progressive financing, which provide minimization of risks and eliminate the uncertainties of successful completion of the program are offered.
