This article considers architecture of virtual self-controlled journal editorial board as AI system with means and methods of automated preparation of scientific articles for electronic publication. It is proposed to use metrics between conceptual graphs – models of submitted articles to estimate nearest scientist, which field of scientific interests allow to ask him for making article review. The idea of “article center of semantic weight” is used for solving this task.Problems in programming 2010; 2-3: 457-464
