На сьогодні існує тільки один підхід прийняття рішень з безпеки АЕС, що базується на імовірнісній оцінки.  Тем не меньше, безпека АЕС як і раніше обґрунтовується детерміністично. Для усунення даного протиріччя розроблена концепція управління безпекою на підставі детерміністичного аналізу, для чого вимірюються запаси безпеки, які зіставляються з детерміністичними критеріями безпеки для прийняття обґрунтованого рішення. Методологія рекомендується для застосування в регулюючої діяльності, при проектуванні і експлуатації АЕС.
