The large-scale damage to generation assets and networks caused by military actions has clearly demonstrated the vulnerability of the traditional centralised model and brought to the forefront the need to transition towards a more resilient and flexible power system architecture [1; 3].International experience of the past decade shows that the rapid development of battery energy storage systems (BESS) is driven by a combination of factors: a substantial reduction in the cost of lithium-ion technologies, the fast growth of variable renewable generation (primarily solar and wind), increasing requirements for system flexibility, as well as the emergence of new market mechanisms focused on balancing and capacity regulation services [4–6]. Against this background, battery-based storage systems are increasingly seen as one of the key instruments for enhancing power system controllability, reducing the volume of forced curtailment of renewable generation and enabling more efficient use of existing grid infrastructure [4; 5; 7; 8].For Ukraine, which is simultaneously progressing towards synchronisation with the European power system and facing the destruction of conventional generation assets and networks, the integration of energy storage systems has a dual dimension. On the one hand, such solutions can strengthen the resilience and survivability of the power system under conditions of damage, ensure electricity supply for critical consumers and support the operation of local microgrids when transmission capacity is limited or backbone lines are unavailable [1–3]. On the other hand, BESS can become an important pillar of a long-term strategy for energy independence and decarbonisation, creating the preconditions for deeper integration of renewable energy sources and reducing dependence on imported fuels [4–7].The aim of this article is to examine the role of battery energy storage systems in enhancing the resilience and energy independence of Ukraine’s power system under conditions of war-related threats and subsequent recovery, as well as to identify the main levels and scenarios of BESS deployment and the key technical, economic and regulatory preconditions for their large-scale implementation.

Енергетичний сектор України є одним з ключових фундаментів національної безпеки та ста- лого розвитку держави: від його надійної роботи залежить функціонування промисловості, транспо- рту, соціальної інфраструктури та об’єктів критичної важливості [1, 2]. Масовані пошкодження гене- рувальних потужностей і мереж унаслідок воєнних дій наочно продемонстрували вразливість традиційної централізованої моделі та висунули на перший план завдання переходу до стійкішої й гну- чкішої архітектури енергосистеми [1, 3]. Міжнародний досвід останнього десятиліття показує, що прискорений розвиток батарейних систем накопичення енергії (Battery Energy Storage Systems, BESS) зумовлений поєднанням кількох чинників: сут- тєвим здешевленням літій-іонних технологій, швидким зростанням частки змінної відновлюваної ге- нерації (передусім сонячної та вітрової), підвищеними вимогами до гнучкості енергосистем, а також формуванням нових ринкових механізмів, орієнтованих на послуги з балансування та регулювання по- тужності [4–6]. На цьому тлі системи накопичення на базі акумуляторних батарей розглядаються як один з ключових інструментів підвищення керованості енергосистеми, зменшення обсягів вимушених обмежень генерації з ВДЕ та ефективнішого використання наявної мережевої інфраструктури [4, 5, 7, 8]. Для України, яка одночасно проходить шлях синхронізації з європейською енергосистемою та стика- ється з руйнуванням традиційних генерувальних об’єктів і мереж, інтеграція систем накопичення ене- ргії набуває подвійного змісту. З одного боку, такі рішення здатні підвищити живучість енергосистеми і стійкість до пошкоджень, забезпечити електроживлення критичних споживачів та роботу локаль- них мікромереж за умов обмеженої пропускної спроможності або повної відсутності магістральних лі- ній [1–3]. З іншого боку, BESS можуть стати важливим елементом довгострокової стратегії енерге- тичної незалежності та декарбонізації, створюючи передумови для глибшої інтеграції відновлюваних джерел енергії та зменшення залежності від імпортних енергоносіїв [4–7]. Метою цієї статті є дослідження ролі батарейних систем накопичення енергії в підвищенні стійкості та енергетичної незалежності енергосистеми України в умовах воєнних загроз і подальшого віднов- лення, а також визначення основних рівнів і сценаріїв застосування BESS та ключових технічних, еконо- мічних і регуляторних передумов для їх масштабного впровадження. Ключові слова: батарейні системи накопичення енергії (BESS), стійкість енергосистеми, гнучкість енергосистеми, відновлювані джерела енергії, мікромережі. Вступ. Енергетичний сектор України є одним з ключових чинників економічного зростання та соціальної стабіль- ності: від нього залежить робота промисловості, транспо- рту, інженерної інфраструктури та побутове життя домо- господарств. До початку повномасштабної агресії країна послідовно розвивала сектор відновлюваних джерел енергії (ВДЕ) як інструмент зменшення залежності від ім- портних енергоресурсів та поступової декарбонізації ене- ргетики. За даними міжнародних досліджень, у 2020– 2021 роках частка електроенергії з ВДЕ в Україні сягала орієнтовно 8–12 % загального виробництва, з домінуван- ням сонячної та вітрової генерації [9, 10]. Повномасштабна війна радикально змінила рамкові умови функціонування енергетичної системи. Прицільні удари по об’єктах генерації та мережевій інфраструктурі призвели до значних руйнувань і поставили під загрозу безперервність електропостачання для населення та критично важливих споживачів. Міжнародні організації фіксують систематичні атаки на електростанції та об’єкти передачі електроенергії, що суттєво підвищує ризики тривалих відключень і висуває підвищені вимоги до живучості та гнучкості енергосистеми [12, 13]. Аналітичні огляди Міжнародного енергетичного агентства (IEA) та IRENA показують: зі збільшенням частки змінної генера- ції з ВДЕ різко зростає потреба в системній гнучкості, а мережеві та промислові акумуляторні системи розгля- даються як необхідний елемент інтеграції високих час- ток «зеленої» електроенергії, згладжування погодинних коливань виробітку та підтримання стабільної роботи енергосистем [5–7]. Для України в умовах воєнних загроз і подальшої відбу- дови впровадження BESS виходить далеко за межі зви- чайного технологічного оновлення. Фактично йдеться про формування нової конфігурації електроенергетич- ного комплексу, у якій батарейні системи накопичення – на локальному, громадському та магістральному рівнях – можуть стати одним з визначальних чинників підви- щення стійкості та енергетичної самодостатності. Виклад основного матеріалу Енергетична система України сьогодні перебуває в точці перетину масштабних викликів і нових структурних мо- жливостей. З одного боку, зростає частка відновлюва- них джерел енергії, з іншого – тривають системні за- грози цілісності інфраструктури в умовах війни. Міжнародні організації фіксують суттєві пошкодження генерувальних потужностей, мережевої інфраструктури та об’єктів теплопостачання, що прямо впливає на на- дійність електро- і теплопостачання для населення та об’єктів критичної інфраструктури [15, 16]. У такій ситуації модернізація енергосистеми не може обмежуватися лише відновленням зруйнованих потуж- ностей чи добудовою нової генерації. Потрібно пере- осмислення самої архітектури управління потужністю та потоками енергії. У цій оновленій моделі батарейні сис- теми накопичення енергії (Battery Energy Storage Systems, BESS) розглядаються як один з базових елеме- нтів, що підсилює стійкість системи та наближає Україну до реальної енергетичної незалежності. Світові тенденції свідчать про прискорене поширення BESS як на рівні великих енергосистем, так і на розподіле- ному рівні. За даними Міжнародного енергетичного аге- нтства (IEA), середня вартість літій-іонних батарей для стаціонарних і транспортних застосувань зменшилася приблизно на 90 % з 2010 року: орієнтовно від 1400 до менш ніж 140 дол. США за 1 кВт·год у 2023 році, що є од- ним з найпомітніших здешевлень серед сучасних енерге- тичних технологій [9]. Аналіз IRENA показує, що до 2030 року сумарно встановлені потужності систем зберігання енергії зростуть у багато разів, а BESS послідовно розгля- даються як ключовий інструмент інтеграції високої частки сонячної та вітрової генерації та балансування попиту й пропозиції в режимі реального часу [11, 12]. У поєднанні зі зростанням частки ВДЕ та розвитком ри- нків гнучкості й допоміжних послуг ці зрушення факти- чно змінюють статус BESS: з «нішевого» рішення вони перетворюються на один із системотворних інструмен- тів енергетичного переходу. У країнах ЄС фіксується ста- більне нарощування потужностей зберігання: за оцін- ками Європейської комісії та профільних асоціацій, встановлена потужність батарейних систем зберігання енергії вже вимірюється кількома десятками гігаватів і надалі зростатиме прискореними темпами, щоб вико- нати цілі з декарбонізації та підвищення гнучкості енер- госистем [14]. У контексті України значення BESS пов’язане одразу з двома групами завдань: з одного боку, це короткостро- кове підвищення «живучості» енергосистеми в умовах цілеспрямованих атак на генерацію та мережі, з ін- шого – формування децентралізованої низьковуглеце- вої та економічно стійкої моделі енергопостачання у довгостроковій перспективі. За оцінками IEA, у перші роки повномасштабної війни Україна втратила значну частину диспетчеризованих потужностей унаслідок оку- пації, руйнування та пошкодження енергетичних об’єктів, а удари по електроенергетичній інфраструктурі й надалі підтримують високий рівень ризику для надій- ності енергопостачання [6, 7]. Сучасні дослідження гнучкості енергосистем ЄС свід- чать, що до 2030 року потреба в гнучких ресурсах (нако- пичувачі, керування попитом, мережеві рішення) може зрости щонайменше вдвічі, а до 2050 року – наблизи- тися до трикратного збільшення порівняно з поточним рівнем [13]. У документах ENTSO-E та Європейської ко- місії підкреслюється, що без суттєвого розгортання тех- нологій гнучкості, зокрема систем зберігання енергії, ін- теграція високих часток змінної генерації з ВДЕ без втрати надійності постачання буде вкрай складною. Ці висновки в повному обсязі стосуються й України, з огляду на курс на синхронізацію з європейським енер- горинком та задекларовані цілі щодо розширення вико- ристання ВДЕ. Значення батарейних систем накопичення енергії для підвищення стійкості та енергетичної незалежності ук- раїнської енергосистеми доцільно розглядати в трьох взаємопов’язаних вимірах. По-перше, BESS підсилюють операційну стійкість і живу- чість системи: дають змогу підтримувати електрожив- лення критичних споживачів у разі пошкодження мереж, скорочують тривалість і масштаб відключень, прискорю- ють відновлення після аварійних та воєнних подій. По-друге, вони сприяють посиленню енергетичної са- модостатності, дозволяючи повніше задіювати потен- ціал сонячної та вітрової генерації, зменшувати залеж- ність від імпортного палива та обмежувати потребу в пікових теплових потужностях. По-третє, BESS є важливим інструментом для повноцін- ного функціонування децентралізованої архітектури: за- безпечують балансування в мікромережах, підтримують міжрівневі перетоки та дають змогу залучати розподілені ресурси до загальносистемного управління (віртуальні електростанції, агреговані потужності тощо) [15]. 100 Відновлювана енергетика. № 4/2025 | Комплексні проблеми енергетичних систем на основі НВДЕ Якщо дивитися на ситуацію з погляду практичного за- стосування, можна виокремити щонайменше три базові рівні інтеграції BESS в енергосистему України (рис. 1). Концептуальна схема багаторівневого засто- сування батарейних систем накопичення енергії (BESS) в енергосистемі України Домогосподарства та малий бізнес На цьому рівні BESS зазвичай поєднують з малою розпо- діленою генерацією, передусім з даховими сонячними установками. Такі системи виконують дві основні функ- ції: резервне електроживлення та локальну оптимізацію споживання. В умовах воєнних загроз вони дають змогу підтримувати роботу найважливіших навантажень – зв’язку, освітлення, базового опалення, побутового об- ладнання – під час тривалих відключень мережі, змен- шуючи потребу в дизель-генераторах і паливі. У післяво- єнний період такі установки можуть бути залучені до схем «віртуальних електростанцій» та програм керу- вання попитом. Громадський рівень На рівні територіальних громад BESS здатні виконувати роль ядра локальних мікромереж для об’єктів критич- ної інфраструктури – лікарень, водоканалів, транспорт- них вузлів, систем зв’язку та цивільного захисту. У поєд- нанні з місцевою генерацією (сонячні електростанції, біоенергетичні установки, малі ГЕС) накопичувачі забез- печують роботу таких вузлів в «острівному» режимі, пі- дтримуючи принаймні базовий рівень енергопоста- чання навіть за відсутності підключення до магістральної мережі. Це створює основу для керованої децентралізації, коли частина функцій балансування й резервування поступово переходить від загальнонаціо- нального рівня до рівня громад. Системний (магістральний) рівень Великі BESS, підключені до мереж передачі та розпо- ділу, можуть надавати широкий спектр допоміжних по- слуг: первинне й вторинне регулювання частоти, регу- лювання потужності, швидкодіючий резерв, згладжу- вання коливань генерації з ВДЕ та зменшення обсягів вимушених обмежень сонячних і вітрових електростан- цій. Для України цей рівень є особливо важливим, зва- жаючи на втрату частини диспетчеризованих потужнос- тей та зростання частки змінної генерації. Показовим є приклад розгортання компанією DTEK спільно з Fluence портфеля BESS загальною потужністю 200 МВт та ємні- стю 400 МВт·год, спрямованого на підвищення стійкості енергосистеми та зниження ризику відключень в умо- вах постійних атак [16]. Спираючись на ці три рівні, можна окреслити два осно- вні часові сценарії використання BESS в Україні. У коротко- та середньостроковій перспективі (період війни та раннього післявоєнного відновлення) на пер- ший план виходить забезпечення живучості системи: резервне живлення об’єктів критичної інфраструктури, підтримка роздрібнених фрагментів мережі, скоро- чення тривалості відключень, а також можливість здійс- нювати «чорний пуск» окремих енергетичних об’єктів. У довгостроковому горизонті (етап структурної модерні- зації) акцент зміщується на інтеграцію високої частки ВДЕ, участь BESS у ринках допоміжних послуг, змен- шення потреби в пікових теплових потужностях, оптимі- зацію завантаження мережевої інфраструктури та реалі- зацію потенціалу експортно-імпортних операцій на синхронізованому з ENTSO-E ринку електроенергії [4, 5, 9]. Міжнародні оцінки показують, що без прискореного розвитку систем зберігання енергії та інших інструмен- тів гнучкості інтеграція значних часток ВДЕ неминуче веде до зростання обсягів вимушених обмежень гене- рації та системних ризиків, а тому розгортання BESS слід розглядати не як додаткову опцію, а як обов’язковий елемент стратегічного планування [13]. Реалізація описаного потенціалу потребує не лише тех- нічних, а й належних регуляторних передумов. Водно- час варто зазначити, що низка документів уже містить релевантні норми, зокрема: Закон України «Про ринок електричної енергії» № 2019-VIII від 13.04.2017 (зі змі- нами); Національний план дій з відновлюваної енерге- тики на період до 2030 року, затверджений розпоря- дженням КМУ від 13.08.2024 № 761-р; Стратегія розвитку розподіленої генерації на період до 2035 року, схвалена розпорядженням КМУ від 18.07.2024 № 713-р. Попри наявність таких напрацювань, реалізація потенці- алу BESS потребує дотримання низки технічних переду- мов. Насамперед необхідно оновити мережеві кодекси та проєктні норми так, щоб вони враховували специфіку BESS як активного елемента системи, здатного не лише споживати, а й віддавати електроенергію в мережу. Далі критично важливим є розвиток цифрової інфра- структури керування: систем прогнозування генерації з ВДЕ, платформ моніторингу та диспетчеризації мікро- мереж, а також інструментів кіберзахисту для накопичу- вачів як об’єктів критичної інфраструктури. Окремий блок завдань стосується стандартизації технічних вимог до BESS – від вимог безпеки та вогнестійкості до елек- 101 Відновлювана енергетика. № 4/2025 | Комплексні проблеми енергетичних систем на основі НВДЕ тромагнітної сумісності, що набуває особливого зна- чення в умовах масового поширення систем зберігання енергії на розподіленому рівні [14]. Не менш важливими для масштабного впровадження BESS є економічні та регуляторні передумови. З економі- чного погляду ключовим завданням є формування про- зорих і передбачуваних механізмів оплати послуг гнучко- сті та резервування, забезпечення недискримінаційного доступу систем накопичення до ринків електроенергії та допоміжних послуг, а також залучення міжнародних ін- струментів кліматичного та відновлювального фінансу- вання для зниження капітальних витрат у критичний пе- ріод. У нормативній площині необхідно чітко визначити правовий статус систем зберігання енергії (як споживачів, виробників чи окремого класу активів), встановити зрозу- мілі правила їх приєднання до мережі, участі в балансу- вальному сегменті та ринках допоміжних послуг, а також узгодити національну регуляторну базу з підходами ЄС у сфері гнучкості та зберігання енергії [15]. У підсумку батарейні системи накопичення енергії в ук- раїнських реаліях виступають не просто технологічним «додатком» до відновлюваної генерації, а одним з клю- чових структурних елементів майбутньої енергосис- теми, зорієнтованої на стійкість, децентралізацію та енергетичну самодостатність. Окреслені рівні застосу- вання, часові сценарії використання, а також розглянуті технічні, економічні та регуляторні передумови створю- ють підґрунтя для подальших кількісних досліджень впливу BESS на показники надійності та стійкості енер- госистеми України. У міжнародній практиці для характеристики надійності та живучості енергосистем застосовують, зокрема, такі індикатори, як середня тривалість перерв в електропо- стачанні (SAIDI), середня частота перерв (SAIFI), очікува- ний недовідпуск електроенергії (EENS), імовірність втрати навантаження (LOLP). Рівень енергетичної неза- лежності зазвичай описують через частку імпортова- ного палива в структурі генерації, частку ВДЕ в балансі, а також обсяги вимушених обмежень (curtailment) змін- ної генерації [14]. Інтеграція BESS дає змогу впливати на ці показники кількома основними шляхами: • зменшувати EENS і показники SAIDI/SAIFI завдяки скороченню тривалості та глибини відключень спо- живачів у разі аварій і пошкоджень мереж; • знижувати обсяги вимушених обмежень генерації з ВДЕ, що фактично підвищує корисну, реально вико- ристану частку відновлюваної енергії в балансі; • скорочувати потребу в пікових теплових потужнос- тях і в імпорті електроенергії в години дефіциту, у та- кий спосіб опосередковано підвищуючи рівень ене- ргетичної самодостатності. Навіть за відсутності детальної кількісної моделі для Ук- раїни вже на концептуальному рівні можна виокремити кілька типових сценаріїв розвитку, які різняться ступе- нем інтеграції BESS в енергосистему (рис. 2). E_VRE,lim / E_VRE,lim,0 – обмежена генерація ВДЕ, нормована до випадку без BESS. 102 Відновлювана енергетика. № 4/2025 | Комплексні проблеми енергетичних систем на основі НВДЕ Сценарій A – обмежене впровадження BESS Системи накопичення встановлюються точково, перева- жно на окремих об’єктах критичної інфраструктури та частково на промислових підприємствах. Їх вплив на за- гальносистемні показники стійкості та частку ВДЕ в ба- лансі залишається невеликим; основна функція BESS у цьому разі – локальне резервування та підвищення на- дійності окремих вузлів. Сценарій B – розвинений розподілений рівень Відчутна частка домогосподарств із власною генера- цією, а також значна кількість громадських та муніципа- льних об’єктів обладнуються BESS. Формується шар стій- ких мікромереж, які зменшують навантаження на магістральні лінії та дають змогу обмежувати просторо- вий масштаб відключень. Вплив на показники надійно- сті та EENS стає помітним, однак інтеграція ВДЕ на рівні всієї системи й надалі стримується пропускною спромо- жністю та конфігурацією мереж. Сценарій C – багаторівнева інтеграція BESS Накопичувачі присутні на всіх рівнях – від індивідуаль- них споживачів і громад до магістральної мережі. Поту- жні BESS беруть участь у ринках допоміжних послуг та балансувальної енергії, тоді як розподілені системи за- безпечують локальне резервування й реалізацію про- грам керування попитом. За такого підходу досягається максимальний сукупний ефект: скорочується недовід- пуск електроенергії, зростає фактична частка ВДЕ в ба- лансі, зменшується залежність від імпортованих енерго- ресурсів, поліпшуються показники стійкості до зовніш- ніх збурень [11, 13]. Графічно залежність сукупного ефекту від рівня проник- нення BESS доцільно подати у вигляді кривої зі спадною граничною віддачею: на початкових етапах додавання нових потужностей накопичення дає помітне зниження недовідпуску та покращення індикаторів надійності, од- нак зі зростанням встановленої потужності приріст ефе- кту від кожної додаткової одиниці BESS поступово змен- шується. Окремого аналізу потребують потенційні обмеження та ризики масштабного впровадження BESS в Україні. По- перше, це технологічні та ресурсні чинники. Попри сут- тєве здешевлення акумуляторних технологій, велико- масштабні BESS залишаються капіталомісткими об’єк- тами й істотно залежать від вартості сировини (літій, нікель, кобальт, графіт тощо) та стабільності глобальних ланцюгів постачання. Для України, яка перебуває в стані війни та значною мірою залежить від імпорту високоте- хнологічного обладнання, це означає потребу в ретель- ному плануванні закупівель, диверсифікації постачаль- ників і, за можливості, локалізації окремих ланок вироб- ничого циклу (наприклад, складання шаф, інтеграція си- стем керування) [10, 15]. По-друге, важливими є екологічні та соціальні аспекти. Масове використання акумуляторних систем неминуче піднімає питання управління життєвим циклом облад- нання: від видобутку та переробки сировини до утиліза- ції й вторинної переробки відпрацьованих батарей. Для України, яка декларує довгостроковий курс на декарбо- нізацію, критично важливо інтегрувати BESS у ширший контур «зеленої» промислової політики: розвивати ін- фраструктуру переробки акумуляторів, запроваджувати стандарти поводження з відходами та мінімізувати еко- логічні ризики на всіх етапах життєвого циклу. По-третє, особливу вагу мають питання кібербезпеки та системної інтеграції. У міру того, як BESS перетворю- ються на активні елементи мережі, зростає кількість по- тенційних точок зовнішнього впливу на енергосистему. Накопичувачі, обладнані системами дистанційного мо- ніторингу та керування, можуть стати цілями кібератак, здатних порушити режим роботи мережі. Для України, що вже має досвід масштабних кібератак на енергети- чну інфраструктуру, інтеграція BESS має супроводжува- тися запровадженням стандартів кібербезпеки, серти- фікацією програмно-апаратних комплексів і створенням спеціалізованих процедур моніторингу та реагування на інциденти. Окремий вимір стосується вбудовування BESS у модель децентралізованої енергосистеми, заснованої на актив- ній участі споживачів і громад у виробництві енергії та управлінні нею. У такій моделі батарейні системи нако- пичення енергії стають не лише технічним, а й інститу- ційним елементом: • на рівні домогосподарств – частиною прос’юмерсь- ких моделей (споживач – виробник), коли власники BESS можуть надавати системні послуги й отриму- вати за це винагороду; • на рівні громад – складником енергетичних коопе- ративів та муніципальних енергетичних компаній, що управляють локальними мікромережами й акти- вами; • на системному рівні – частиною «віртуальних елект- ростанцій», які агрегують значну кількість розподіле- них накопичувачів та генерувальних установок для участі в оптовому ринку електроенергії та ринках по- слуг [11, 17]. У цьому контексті BESS фактично стають ланкою, що по- єднує технічний, економічний і соціальний виміри ене- ргетичного переходу. Без систем накопичення децент- ралізована енергосистема з високою часткою ВДЕ неминуче стикається з обмеженнями за стійкістю й ке- рованістю; водночас за відсутності відповідних ринко- вих і регуляторних механізмів самі BESS не здатні повні- стю реалізувати свій потенціал, а інвестиції в них залишаються поодинокими й фрагментарними. Висновки Батарейні системи накопичення енергії (BESS) є одним з ключових елементів нової архітектури енергосистеми України. Вони виконують не допоміжну, а структуроут- ворювальну функцію: забезпечують гнучкість за високої частки ВДЕ, підсилюють стійкість до зовнішніх збурень і 103 Відновлювана енергетика. № 4/2025 | Комплексні проблеми енергетичних систем на основі НВДЕ формують основу для децентралізованої моделі енер- гопостачання. В умовах воєнних загроз BESS відіграють критичну роль у підвищенні живучості та стійкості енергосистеми. Ба- гаторівнева інтеграція накопичувачів – на рівні домого- сподарств, об’єктів критичної інфраструктури та магіст- ральних мереж – допомагає обмежувати масштаб і тривалість відключень, підтримувати роботу мікроме- реж і ключових вузлів, а також пришвидшувати віднов- лення електропостачання після аварій і атак. У довгостроковій перспективі BESS сприяють поглиб- ленню енергетичної незалежності України. Системи на- копичення забезпечують повніше використання потен- ціалу сонячної та вітрової генерації, зменшують обсяги вимушених обмежень ВДЕ, скорочують потребу в піко- вих теплових потужностях та імпортному паливі й пок- ращують умови інтеграції України до європейського ри- нку електроенергії. Найбільший ефект досягається за умов багаторівневої й системно спроєктованої інтеграції BESS. Поєднання роз- поділених накопичувачів (у домогосподарств, малого бізнесу, громад) з великомасштабними системами на рівні мережевої інфраструктури дає змогу одночасно поліпшувати показники надійності (SAIDI, SAIFI, EENS), зменшувати системні ризики за високої частки ВДЕ та підтримувати розвиток децентралізованої енергосис- теми з активною участю споживачів. Реалізація потенціалу BESS потребує виконання компле- ксу технічних, економічних і регуляторних передумов. Серед ключових – оновлення мережевих кодексів і ста- ндартів з урахуванням специфіки систем накопичення; розвиток цифрової інфраструктури керування та механі- змів кібербезпеки; запровадження прозорих ринкових моделей оплати послуг гнучкості й резервування; нор- мативне закріплення статусу BESS і гармонізація регулю- вання з підходами ЄС. Без виконання цих завдань мас- штабне впровадження накопичувачів залишатиметься фрагментарним і не дасть очікуваного ефекту для стій- кості та енергетичної незалежності системи. BESS виступають зв’язувальною ланкою між стійкістю, енергетичною незалежністю та децентралізацією. Інтег- рація систем накопичення в децентралізовану модель – через мікромережі, енергетичні спільноти та віртуальні електростанції – створює можливість поєднати технічні й інституційні аспекти енергетичного переходу в цілісну стратегію повоєнної модернізації енергетичного сек- тору України. The energy sector of Ukraine is one of the key foundations of national security and sustainable develop- ment: the reliable operation of the power system underpins the functioning of industry, transport, social infra- structure and critical facilities [1; 2]. The large-scale damage to generation assets and networks caused by military actions has clearly demonstrated the vulnerability of the traditional centralised model and brought to the fore- front the need to transition towards a more resilient and flexible power system architecture [1; 3]. International experience of the past decade shows that the rapid development of battery energy storage systems (BESS) is driven by a combination of factors: a substantial reduction in the cost of lithium-ion technologies, the fast growth of variable renewable generation (primarily solar and wind), increasing requirements for system flexibility, as well as the emergence of new market mechanisms focused on balancing and capacity regulation services [4– 6]. Against this background, battery-based storage systems are increasingly seen as one of the key instruments for enhancing power system controllability, reducing the volume of forced curtailment of renewable generation and enabling more efficient use of existing grid infrastructure [4; 5; 7; 8]. For Ukraine, which is simultaneously progressing towards synchronisation with the European power system and facing the destruction of conventional generation assets and networks, the integration of energy storage systems has a dual dimension. On the one hand, such solutions can strengthen the resilience and survivability of the power system under conditions of damage, ensure electricity supply for critical consumers and support the operation of local microgrids when transmission capacity is limited or backbone lines are unavailable [1–3]. On the other hand, BESS can become an important pillar of a long-term strategy for energy independence and decarbonisation, cre- ating the preconditions for deeper integration of renewable energy sources and reducing dependence on imported fuels [4–7]. The aim of this article is to examine the role of battery energy storage systems in enhancing the resilience and energy independence of Ukraine’s power system under conditions of war-related threats and subsequent recov- ery, as well as to identify the main levels and scenarios of BESS deployment and the key technical, economic and regulatory preconditions for their large-scale implementation. The energy sector of Ukraine is one of the key determinants of economic growth and social stability: the functioning of industry, transport, engineering infrastruc- ture, and the everyday life of households depend on it. Prior to the full-scale aggression, the country consistently developed the renewable energy (RES) sector as an instru- ment for reducing dependence on imported energy re- sources and for the gradual decarbonization of the energy system. According to international studies, in 2020–2021, the share of electricity generated from RES in Ukraine reached approximately 8–12% of total production, with so- lar and wind power dominating the mix. [9; 10] The full-scale war has radically transformed the framework conditions of the energy system’s operation. Targeted strikes on generation facilities and grid infrastructure have resulted in extensive destruction and jeopardized the con- tinuity of electricity supply for the population and for criti- cal consumers. International organizations report system- atic attacks on power plants and electricity transmission assets, which significantly increase the risk of prolonged outages and impose stricter requirements for the resilience and flexibility of the power system. [12; 13] The experience of countries with rapidly growing shares of solar and wind generation indicates that battery energy storage systems (BESS) are increasingly becoming one of the key instruments for maintaining the reliability of energy supply. [5–7] For Ukraine, under conditions of wartime threats and forth- coming reconstruction, the deployment of BESS extends far beyond a conventional technological upgrade. In essence, it concerns the formation of a new configuration of the na- tional power system, in which battery storage — at the lo- cal, community, and transmission levels — may become one of the decisive factors in enhancing resilience and achieving greater energy self-sufficiency. Presentation of the Main Material The energy system of Ukraine is currently positioned at the intersection of profound challenges and emerging struc- tural opportunities. On the one hand, the share of renewa- ble energy sources is increasing; on the other hand, sys- temic threats to the integrity of infrastructure persist under wartime conditions. International organizations report sig- nificant damage to generation capacities, grid infrastruc- ture, and heat supply facilities, which directly affects the re- liability of electricity and heat supply for the population and critical infrastructure assets [15; 16]. Under such circumstances, the modernization of the en- ergy system cannot be limited to rebuilding destroyed as- sets or constructing new generation facilities. A rethinking of the very architecture of power management and energy flows is required. Within this updated model, battery en- ergy storage systems (BESS) are viewed as one of the fun- damental elements that enhance system resilience and bring Ukraine closer to genuine energy independence. Global trends indicate an accelerated deployment of BESS both at the level of large power systems and in distributed applications. According to the International Energy Agency (IEA), the average cost of lithium-ion batteries for station- ary and transport applications has decreased by approxi- mately 90% since 2010—from roughly USD 1,400 to less than USD 140 per kWh in 2023—representing one of the most substantial cost reductions among modern energy technologies [9]. Analyses by IRENA demonstrate that by 2030 the total installed capacity of energy storage systems will multiply severalfold, and BESS are consistently re- garded as a key instrument for integrating high shares of solar and wind generation and for balancing supply and de- mand in real-time operation [11; 12]. In combination with the growing share of RES and the de- velopment of flexibility markets and ancillary services, these shifts are effectively changing the status of BESS: from a “niche” solution, they are transforming into one of the system-forming instruments of the energy transition. EU countries demonstrate a stable increase in storage ca- pacities: according to estimates by the European Commis- sion and sectoral associations, the installed capacity of bat- tery energy storage systems is already measured in several tens of gigawatts and will continue to expand at an accelerated pace to meet decarbonization targets and en- hance system flexibility [14]. In the context of Ukraine, the significance of BESS is linked simultaneously to two groups of tasks: on the one hand, short-term enhancement of the system’s “survivability” un- der targeted attacks on generation and grid infrastructure; on the other hand, the formation of a decentralized, low- carbon, and economically resilient model of energy supply in the long term. According to IEA assessments, during the first years of the full-scale war, Ukraine lost a substantial share of dispatchable capacity due to occupation, destruc- tion, and damage to energy facilities, while ongoing strikes on the electricity infrastructure continue to pose a high risk to supply reliability [6; 7]. Contemporary studies on the flexibility of EU energy sys- tems indicate that by 2030, the need for flexible resources (storage, demand response, and grid-based solutions) may at least double, and, by 2050, approach a threefold in- crease compared to current levels [13]. ENTSO-E and the European Commission emphasize in their documents that without substantial deployment of flexibility technologies, including energy storage systems, integrating high shares of variable RES generation without compromising supply reliability will be extremely challenging. These conclusions fully apply to Ukraine, given its course toward synchroniza- tion with the European energy market and its declared ob- jectives for expanding the use of renewable energy. The significance of battery energy storage systems for en- hancing the resilience and energy independence of the Ukrainian power system should be considered across three interrelated dimensions. First, BESS strengthen the system’s operational resilience and survivability: they enable the maintenance of electric- ity supply to critical consumers in the event of network damage, reduce the duration and scale of outages, and ac- celerate recovery after emergency and wartime events. Second, they contribute to increasing energy self-suffi- ciency by enabling fuller utilization of solar and wind gen- eration potential, reducing dependence on imported fuels, and limiting the need for peak thermal capacities. Third, BESS represent an important instrument for the ef- fective functioning of a decentralized architecture: they en- sure balancing within microgrids, support inter-level power flows, and enable the integration of distributed resources into system-wide management (virtual power plants, ag- gregated capacities, etc.) [15]. From the perspective of practical implementation, at least three fundamental levels of BESS integration into Ukraine’s energy system can be identified (Fig. 1). Households and small businesses At this level, BESS are typically combined with small-scale distributed generation, primarily rooftop solar installations. These systems perform two main functions: backup power supply and local consumption optimization. In the post-war period, such sys- tems may be integrated into virtual power plant schemes and demand-response programs. Fig. 1. Conceptual scheme of a multi-level application of battery energy storage systems (BESS) in the energy sys- tem of Ukraine Community level At the level of territorial communities, BESS can function as the core of local microgrids serving critical infrastructure fa- cilities—hospitals, water utilities, transport hubs, commu- nication systems, and civil protection units. In combination with local generation (solar power plants, bioenergy instal- lations, small hydropower plants), storage systems enable these nodes to operate in an “islanded” mode, maintaining at least a basic level of energy supply even in the absence of connection to the transmission grid. This forms the basis for managed decentralization, whereby part of the balanc- ing and backup functions is gradually transferred from the national level to the level of communities. System (transmission-level) scale Large-scale BESS connected to transmission and distribu- tion networks can provide a wide range of ancillary ser- vices: primary and secondary frequency control, power reg- ulation, fast-response reserves, smoothing of RES generation fluctuations, and reduction of curtailment vol- umes for solar and wind power plants. For Ukraine, this level is particularly important given the loss of a portion of dispatchable capacity and the increasing share of variable generation. A representative example is the deployment by DTEK, in cooperation with Fluence, of a BESS portfolio with a total capacity of 200 MW and an energy rating of 400 MWh, aimed at enhancing the resilience of the energy sys- tem and reducing outage risks amid ongoing attacks [16]. Building on these three levels, two principal temporal sce- narios for the use of BESS in Ukraine can be outlined. In the short- and medium-term perspective (the period of war and early post-war recovery), the primary emphasis is on ensuring system survivability: backup power supply for critical infrastructure facilities, support for fragmented seg- ments of the grid, reduction of outage duration, and the possibility of performing black start operations for individ- ual energy assets. In the long-term horizon (the stage of structural moderni- zation), the focus shifts toward integrating a high share of RES, enabling BESS participation in ancillary service mar- kets, reducing the need for peak thermal capacities, opti- mizing the loading of grid infrastructure, and realizing the potential of export–import operations within the electricity market synchronized with ENTSO-E [4; 5; 9]. International assessments indicate that without accelerated develop- ment of energy storage systems and other flexibility instru- ments, the integration of substantial RES shares inevitably leads to increased levels of forced curtailment and systemic risks. Therefore, the deployment of BESS should be re- garded not as an additional option but as an essential com- ponent of strategic planning [13]. The realization of this potential requires not only technical measures but also appropriate regulatory preconditions. At the same time, it should be noted that several existing doc- uments already contain relevant provisions, including: the Law of Ukraine “On the Electricity Market” No. 2019-VIII of 13 April 2017 (as amended); the National Renewable En- ergy Action Plan until 2030, approved by Resolution of the Cabinet of Ministers of Ukraine No. 761-r of 13 August 2024; and the Strategy for the Development of Distributed Generation until 2035, approved by Resolution of the Cab- inet of Ministers of Ukraine No. 713-r of 18 July 2024. De- spite these advancements, the implementation of BESS po- tential requires compliance with a number of technical preconditions. First of all, grid codes and design standards must be updated so that they account for the specific char- acteristics of BESS as an active system element capable not only of consuming electricity but also of injecting it into the grid. The further development of digital control infrastructure is critically important: systems for forecasting RES genera- tion, platforms for monitoring and dispatching microgrids, as well as cybersecurity instruments for storage facilities as components of critical infrastructure. A separate set of tasks concerns the standardization of technical require- ments for BESS — from safety and fire-resistance criteria to electromagnetic compatibility, which becomes particularly 108 Відновлювана енергетика. № 4/2025 | Комплексні проблеми енергетичних систем на основі НВДЕ significant in the context of the large-scale deployment of energy storage systems at the distributed level [14]. Equally important for the widespread implementation of BESS are economic and regulatory preconditions. From an economic perspective, the key task is to establish transpar- ent and predictable mechanisms for compensating flexibil- ity and reserve services, ensuring non-discriminatory ac- cess for storage systems to electricity and ancillary service markets, and mobilizing international climate and recovery financing instruments to reduce capital expenditures dur- ing the critical period. In the regulatory dimension, it is nec- essary to clearly define the legal status of energy storage systems (as consumers, producers, or a distinct class of as- sets), to establish clear rules for their grid connection, par- ticipation in the balancing segment and ancillary service markets, and to align the national regulatory framework with EU approaches in the field of flexibility and energy storage [15]. In conclusion, battery energy storage systems in the Ukrain- ian context represent not merely a technological “add-on” to renewable generation but one of the key structural ele- ments of the future energy system oriented toward resili- ence, decentralization, and energy self-sufficiency. The out- lined levels of application, temporal scenarios of use, and the technical, economic, and regulatory preconditions ex- amined above form the basis for further quantitative stud- ies into the impact of BESS on the reliability and resilience indicators of Ukraine’s energy system. In international practice, the reliability and “survivability” of power systems are typically characterized using indica- tors such as the System Average Interruption Duration Index (SAIDI), the System Average Interruption Frequency Index (SAIFI), Expected Energy Not Supplied (EENS), and Loss of Load Probability (LOLP). The level of energy inde- pendence is usually described by the share of imported fuel in the generation mix, the share of RES in the balance, as well as the volume of forced curtailment of variable gener- ation [14]. The integration of BESS enables an impact on these indicators in several principal ways: • reducing EENS and SAIDI/SAIFI values by decreasing the duration and depth of consumer outages in the event of accidents and network damage; • lowering the volume of forced curtailment of RES gen- eration, which effectively increases the useful, actually utilized share of renewable energy in the balance; • decreasing the need for peak thermal capacities and electricity imports during deficit hours, thereby indi- rectly increasing the level of energy self-sufficiency. Even in the absence of a detailed quantitative model for Ukraine, it is already possible at a conceptual level to dis- tinguish several typical development scenarios that differ in the degree of BESS integration into the power system (Fig. 2). Scenario A – limited BESS deployment Storage systems are installed selectively, primarily at indi- vidual critical infrastructure facilities and partially at indus- trial enterprises. Their influence on system-wide indicators of resilience and on the RES share in the balance remains minor; the primary function of BESS in this case is local backup and enhancing the reliability of specific nodes. A layer of resilient microgrids is formed, reducing the load on transmission lines and enabling spatially limited outages. The impact on reliability indicators and EENS becomes noticeable; how- ever, the integration of RES at the system-wide level re- mains constrained by network capacity and configuration. Scenario C – multi-level BESS integration Storage systems are present at all levels — from individual consumers and communities to the transmission grid. Large-scale BESS participate in ancillary service and balanc- ing energy markets, while distributed systems provide local backup and facilitate demand-response programs. This ap- proach yields the maximum aggregate effect: expected en- ergy not supplied decreases, the actual share of RES in the balance increases, dependence on imported energy re- sources declines, and resilience to external disturbances improves [11; 13]. Graphically, the dependence of the aggregate effect on the level of BESS penetration can be represented as a curve with diminishing marginal returns: at early stages, addi- tional storage capacity produces a significant reduction in unserved energy and improves reliability indicators; how- ever, as installed capacity grows, the incremental benefit from each additional unit of BESS gradually decreases. A separate analysis is required for the potential constraints and risks associated with large-scale BESS deployment in Ukraine. First, these concern technological and resource-re- lated factors. Despite the substantial reduction in battery technology costs, utility-scale BESS remain capital-intensive assets and are significantly dependent on the cost of raw ma- terials (lithium, nickel, cobalt, graphite, etc.) and the stability of global supply chains. For Ukraine, which is in a state of war and heavily dependent on the import of high-technology equipment, this implies the need for careful procurement planning, diversification of suppliers, and, where possible, lo- calization of certain stages of the production cycle (e.g., cab- inet assembly, integration of control systems) [10; 15]. Second, environmental and social aspects are of significant importance. The large-scale deployment of battery systems inevitably raises questions regarding equipment lifecycle management: from raw material extraction and processing to disposal and secondary recycling of spent batteries. For Ukraine, which has declared a long-term commitment to decarbonization, it is critically important to integrate BESS into the broader framework of a “green” industrial policy: to develop battery recycling infrastructure, introduce waste-management standards, and minimize environmen- tal risks at all stages of the lifecycle. Third, cybersecurity and system-integration issues carry particular weight. As BESS evolve into active elements of the grid, the number of potential external points of influ- ence on the energy system increases. Storage systems equipped with remote monitoring and control functionali- ties may become targets of cyberattacks capable of disrupt- ing grid operation. For Ukraine, which already has experi- ence with large-scale cyberattacks on its energy infrastructure, the integration of BESS must be accompa- nied by the introduction of cybersecurity standards, certifi- cation of software–hardware systems, and the establish- ment of specialized procedures for incident monitoring and response. A separate dimension concerns the embedding of BESS within a model of a decentralized energy system based on the active participation of consumers and communities in energy production and management. In such a model, bat- tery energy storage systems become not only technical but also institutional elements: • at the household level — components of prosumer models (consumer–producer), in which BESS owners may provide system services and receive compensa- tion; • at the community level — elements of energy coopera- tives and municipal energy companies that manage lo- cal microgrids and assets; • at the system level — components of “virtual power plants” that aggregate a large number of distributed storage units and generation facilities for participation in the wholesale electricity market and ancillary service markets [11; 17]. • In this context, BESS effectively become the link con- necting the technical, economic, and social dimensions of the energy transition. Without storage systems, a de- centralized energy system with a high share of RES in- evitably encounters limitations in terms of resilience and controllability; at the same time, in the absence of appropriate market and regulatory mechanisms, BESS themselves cannot fully realize their potential, and in- vestments in them remain isolated and fragmented. Conclusions 1. Battery energy storage systems (BESS) constitute one of the key elements of the new architecture of Ukraine’s power system. They perform not an auxiliary but a sys- tem-forming function: they provide flexibility under a high share of RES, strengthen resilience to external dis- turbances, and form the foundation for a decentralized energy supply model. 2. Under wartime conditions, BESS play a critical role in en- hancing the survivability and resilience of the energy system. Multi-level integration of storage systems—at the household level, at critical infrastructure sites, and within transmission networks—helps to limit the scale and duration of outages, support the operation of mi- crogrids and key nodes, and accelerate the restoration of electricity supply after accidents and attacks. 3. In the long-term perspective, BESS contribute to strengthening Ukraine’s energy independence. Storage 110 Відновлювана енергетика. № 4/2025 | Комплексні проблеми енергетичних систем на основі НВДЕ systems enable fuller utilization of solar and wind gen- eration potential, reduce the volume of forced RES cur- tailment, decrease the need for peak thermal capacities and imported fuels, and improve the conditions for Ukraine’s integration into the European electricity mar- ket. 4. The greatest effect is achieved through multi-level and systematically designed integration of BESS. The combi- nation of distributed storage systems (in households, small businesses, and communities) with large-scale storage at the level of grid infrastructure allows simul- taneous improvement of reliability indicators (SAIDI, SAIFI, EENS), reduction of system risks under a high share of RES, and support for the development of a de- centralized energy system with active consumer partic- ipation. 5. Realizing the potential of BESS requires fulfilling a set of technical, economic, and regulatory preconditions. Among the key ones are: updating grid codes and stand- ards to account for the specific characteristics of stor- age systems; developing digital control infrastructure and cybersecurity mechanisms; introducing transparent market models for compensating flexibility and reserve services; legally defining the status of BESS and harmo- nizing regulation with EU approaches. Without address- ing these tasks, the large-scale deployment of storage systems will remain fragmented and will not deliver the expected benefits for the resilience and energy inde- pendence of the system. 6. BESS serve as a connecting link between resilience, en- ergy independence, and decentralization. Integrating storage systems into a decentralized model — through microgrids, energy communities, and virtual power plants — creates an opportunity to combine the tech- nical and institutional dimensions of the energy transi- tion into a coherent strategy for the post-war moderni- zation of Ukraine’s energy sector. The energy sector of Ukraine is one of the key foundations of national security and sustainable development: the reliable operation of the power system underpins the functioning of industry, transport, social infrastructure and critical facilities [1; 2]. The large-scale damage to generation assets and networks caused by military actions has clearly demonstrated the vulnerability of the traditional centralised model and brought to the forefront the need to transition towards a more resilient and flexible power system architecture [1; 3].International experience of the past decade shows that the rapid development of battery energy storage systems (BESS) is driven by a combination of factors: a substantial reduction in the cost of lithium-ion technologies, the fast growth of variable renewable generation (primarily solar and wind), increasing requirements for system flexibility, as well as the emergence of new market mechanisms focused on balancing and capacity regulation services [4–6]. Against this background, battery-based storage systems are increasingly seen as one of the key instruments for enhancing power system controllability, reducing the volume of forced curtailment of renewable generation and enabling more efficient use of existing grid infrastructure [4; 5; 7; 8].For Ukraine, which is simultaneously progressing towards synchronisation with the European power system and facing the destruction of conventional generation assets and networks, the integration of energy storage systems has a dual dimension. On the one hand, such solutions can strengthen the resilience and survivability of the power system under conditions of damage, ensure electricity supply for critical consumers and support the operation of local microgrids when transmission capacity is limited or backbone lines are unavailable [1–3]. On the other hand, BESS can become an important pillar of a long-term strategy for energy independence and decarbonisation, creating the preconditions for deeper integration of renewable energy sources and reducing dependence on imported fuels [4–7].The aim of this article is to examine the role of battery energy storage systems in enhancing the resilience and energy independence of Ukraine’s power system under conditions of war-related threats and subsequent recovery, as well as to identify the main levels and scenarios of BESS deployment and the key technical, economic and regulatory preconditions for their large-scale implementation. Енергетичний сектор України є одним з ключових фундаментів національної безпеки та сталого розвитку держави: від його надійної роботи залежить функціонування промисловості, транспорту, соціальної інфраструктури та об’єктів критичної важливості [1, 2]. Масовані пошкодження генерувальних потужностей і мереж унаслідок воєнних дій наочно продемонстрували вразливість традиційної централізованої моделі та висунули на перший план завдання переходу до стійкішої й гнучкішої архітектури енергосистеми [1, 3].Міжнародний досвід останнього десятиліття показує, що прискорений розвиток батарейних систем накопичення енергії (Battery Energy Storage Systems, BESS) зумовлений поєднанням кількох чинників: суттєвим здешевленням літій-іонних технологій, швидким зростанням частки змінної відновлюваної генерації (передусім сонячної та вітрової), підвищеними вимогами до гнучкості енергосистем, а також формуванням нових ринкових механізмів, орієнтованих на послуги з балансування та регулювання потужності [4–6]. На цьому тлі системи накопичення на базі акумуляторних батарей розглядаються як один з ключових інструментів підвищення керованості енергосистеми, зменшення обсягів вимушених обмежень генерації з ВДЕ та ефективнішого використання наявної мережевої інфраструктури [4, 5, 7, 8].Для України, яка одночасно проходить шлях синхронізації з європейською енергосистемою та стикається з руйнуванням традиційних генерувальних об’єктів і мереж, інтеграція систем накопичення енергії набуває подвійного змісту. З одного боку, такі рішення здатні підвищити живучість енергосистеми і стійкість до пошкоджень, забезпечити електроживлення критичних споживачів та роботу локальних мікромереж за умов обмеженої пропускної спроможності або повної відсутності магістральних ліній [1–3]. З іншого боку, BESS можуть стати важливим елементом довгострокової стратегії енергетичної незалежності та декарбонізації, створюючи передумови для глибшої інтеграції відновлюваних джерел енергії та зменшення залежності від імпортних енергоносіїв [4–7].Метою цієї статті є дослідження ролі батарейних систем накопичення енергії в підвищенні стійкості та енергетичної незалежності енергосистеми України в умовах воєнних загроз і подальшого відновлення, а також визначення основних рівнів і сценаріїв застосування BESS та ключових технічних, економічних і регуляторних передумов для їх масштабного впровадження.
