description The article describes the new implicit demand response method developed by the author, based on offering available capacity. The method is distinguished by promptly informing the customer about the amount of electrical power personally available to them for use at a given moment, which may be lower or higher than the contracted level, within the technical capabilities of the power grid and its delivery to the customer. In response, the customer may unconditionally use the offered capacity (default acceptance via implicit second-order feedback) or refuse to use it partially or completely (via explicit first-order feedback), in particular in exchange for other benefits. The new method is based on the use of extended two-way communication between the power system and each individual customer (subscriber) through smart electricity meters integrated into widely deployed smart metering systems built on the principles of interoperability and cybersecurity. The availability of extended real-time two-way communication makes it possible to promptly redistribute available capacity among all customers on the basis of impartiality and fairness, taking into account individual power consumption patterns, in particular under conditions of instability of power generation from renewable energy sources, as well as the occurrence of capacity shortages in the Integrated Power System of Ukraine. The developed new method of implicit demand response will create conditions for optimal and efficient use of available capacity, taking into account the current needs of each customer. This will ensure a reliable power supply to customers both under conditions of capacity shortage and under conditions of unstable generation, and will also contribute to increasing the productivity of power generated by renewable energy facilities.

У статті описано розроблений автором новий метод неявного управління попитом на основі пропозиції доступної потужності, який відрізняється оперативним інформуванням користувача про доступну в цей момент до використання персонально ним електричну потужність, що може бути меншою або більшою за законтрактовану в межах тех- нічної здатності електричної мережі з її доставлення користувачеві. У відповідь користувач може без- умовно використати запропоновану потужність (акцепт за умовчанням через неявний зворотний зв’язок другого порядку) або відмовитися від її використання частково або повністю (через явний зво- ротний зв’язок першого порядку), зокрема в обмін на інші бенефіти. Розроблений метод базується на використанні розширеної двоспрямованої комунікації енергосистеми безпосередньо з кожним користу- вачем (абонентом) на основі смартлічильників електричної енергії, які інтегровано до широко розгор- нутих на засадах взаємозамінності та кібербезпеки смартсистем вимірювання, обліку та управління енерговикористанням. Наявність розширеної двосторонньої оперативної комунікації дає змогу опера- тивно перерозподіляти доступну потужність між усіма користувачами на засадах неупередженості і справедливості з урахуванням індивідуальних режимів електроспоживання, зокрема в умовах нестабі- льності виробітку електричної енергії з ВДЕ, а також виникнення дефіциту потужності в ОЕС України. А розроблений новий метод неявного управління попитом створить умови для оптимального та ефе- ктивного використання доступної потужності з урахуванням актуальних потреб кожного користу- вача. Це забезпечить надійне електропостачання користувачів як в умовах дефіциту потужності, так і в умовах нестабільності її виробітку, а також сприятиме підвищенню продуктивності використання електричної енергії, що виробляється генерувальними установками на базі ВДЕ. За такої альтернативи управління з боку попиту не тільки зменшує використання вичерпних природних ресурсів, а також дозволяє скоротити шкід- ливі викиди, зумовлені виробітком електричної енергії та її втратами в елементах електричної мережі, що зага- лом сприяє зниженню техногенного впливу на довкілля. Балансування ЕЕС через ресурс попиту є найраціональ- нішим в умовах широкого інтегрування до електричної мережі генерувальних установок на базі відновлюваних джерел енергії (ВДЕ). Адже нестабільність виробітку електричної енергії з ВДЕ часто призводить до пору- шення балансу генерувальних потужностей і наванта- жень споживачів, що легко дослідити на прикладі функ- ціонування мікромереж. Балансувати ж ЕЕС за таких умов через керовані генерувальні потужності на викоп- ному паливі неефективно, а часто-густо технічно немо- жливо з огляду на тривалий час запуску вугільних бло- ків, які складають переважну частину маневрених генерувальних потужностей в Україні. Такий підхід є тим більш актуальним сьогодні для ба- лансування Об’єднаної електроенергетичної системи (ОЕС) України, коли внаслідок варварських російських атак на енергетичну інфраструктуру України зруйновано або пошкоджено понад половину об’єктів генерації та виведено з ладу чималу кількість вузлових електричних підстанцій, що забезпечують передавання та розподіл електричної енергії. Прагнучи збалансувати попит в умовах дефіциту потужностей енергосистеми опера- тори мереж намагаються обмежити навантаження спо- живачів через запровадження стабілізаційних та екстре- них вимкнень, зокрема, населення. Понадусім це призводить до того, що після відновлення електропо- стачання побутові споживачі вважають своїм правом ві- дібрати з електромережі стільки потужності, скільки їм хотілося б. Результатом є виникнення збурень у й без того вразливій енергосистемі. Такій ситуації можна було б запобігти через запрова- дження гнучкого управління попитом побутовими спо- живачами відповідно до доступної потужності енерго- системи на базі смартлічильників електричної енергії, які інтегровано до широко розгорнутих на засадах взає- мозамінності та кібербезпеки смартсистем вимірю- вання, обліку та управління енерговикористанням [1]. Розгортання смартсистем обліку передбачено Планом заходів з реалізації Концепції впровадження «розумних мереж» в Україні до 2035 року [2], втім, серед іншого не визначено єдині засади й базові принципи розгортання таких систем, що несе суттєві ризики для їхнього засто- сування для управління попитом в подальшому. Україна вже має вкрай негативний досвід розробки й впровадження автоматизованих систем комерційного обліку електроенергії (АСКОЕ) кінцевих споживачів за технічними рекомендаціями обласних електроенерге- тичних компаній – постачальників за регульованим та- рифом (ПРТ) в 2005–2018 рр., що призвело до несуміс- ності таких АСКОЕ і неможливості інтегрувати їх до єдиної розподіленої АСКОЕ оптового ринку електричної енергії (ОРЕ) України [3]. АСКОЕ ж суб’єктів ОРЕ нато- мість будувалися за уніфікованими технічними вимо- гами Головного оператора Системи комерційного об- ліку й були інтегровані до єдиної розподіленої АСКОЕ ОРЕ України, що дало змогу забезпечити комерційні ро- зрахунки, зокрема, і на перших етапах запровадження нового лібералізованого ринку електричної енергії Ук- раїни [4]. Проте в Україні продовжується практика проє- ктування та побудови АСКОЕ виключно задля інформа- ційного забезпечення розрахунків за електричну енергію з наданням зацікавленим сторонам даних об- ліку постфактум і не приділяється достатньої уваги своє- часному інформуванню користувачів про поточні пара- метри режимів електроспоживання (ППРЕ), що є невід’ємною умовою ефективної реалізації управління попитом [5]. Мета і завдання досліджень. Метою досліджень є ство- рення умов і забезпечення можливості адаптивного уз- годження попиту і пропозиції на електричну потужність (електроенергію), зокрема в умовах нестабільності ви- робітку електричної енергії з ВДЕ, а також виникнення дефіциту потужності в ОЕС України. Для досягнення по- ставленої мети необхідно: − визначити завдання управління попитом, зокрема в умовах дефіциту доступної електричної потужності, та розробити концептуальні підходи для його вико- нання; − побудувати тривіальну математичну модель і розро- бити алгоритм адаптивного розподілу доступної електричної потужності серед споживачів; − проаналізувати результати побудови та застосу- вання АСКОЕ суб’єктів оптового і роздрібного ринків електричної енергії України, а також результати роз- гортання смартсистем обліку в державах – членах Європейського Союзу (ЄС); − за результатами аналізу визначити головні цілі й пріоритети, а також ризики та обмеження, сформу- лювати засади й базові принципи розроблення, роз- гортання та перспективного застосування смартсис- тем вимірювання, обліку та управління енерговикористанням як базового інструментарію формування інформаційного забезпечення завдань управління попитом, зокрема в умовах дефіциту по- тужності в ОЕС України; − розробити новий метод неявного управління попи- том на основі пропозиції доступної потужності, який базується на двоспрямованій комунікації ЕЕС з кож- ним користувачем і відзначається оперативним ін- формуванням кожного користувача електричної енергії про доступну в цей момент до використання персонально ним електричну потужність, що може бути меншою або більшою за законтрактовану в ме- жах технічної здатності електричної мережі з її дос- тавлення користувачеві. Матеріал досліджень. Обмеження навантаження в умовах нестачі генерувальних потужностей для пок- риття потреб приєднаних струмоприймачів є традицій- 118 Відновлювана енергетика. № 1/2026 | Комплексні проблеми енергетичних систем на основі НВДЕ ним підходом до балансування ЕЕС. У разі тривалої не- збалансованості ЕЕС вдаються до віялових або стабіліза- ційних вимкнень, під час яких споживачам по черзі при- пиняють електропостачання на певний час задля узгодження навантаження доступній потужності. За- ради подолання критичного дефіциту доступних генеру- вальних потужностей застосовують екстрені вимкнення споживачів. Альтернативою вимкненням є адаптивне узгодження попиту і пропозиції шляхом залучення спо- живачів до співпраці з ЕЕС, що є набагато раціональні- шим підходом, оскільки дає нагоду не лише збалансу- вати ЕЕС, а й скоротити шкідливі викиди та заощадити викопне паливо, що врешті-решт позитивно впливає на стан довкілля. Під управлінням з боку попиту (demand-side manage- ment, DSM) розуміється кооперативна взаємодія опера- тора системи передачі (ОСП), операторів систем розпо- ділу (ОСР), комунальних компаній та їхніх клієнтів – споживачів (іноді за допомогою третіх сторін, зокрема електропостачальників, рітейлерів, агрегаторів тощо) з метою підвищення рівня ефективності використання електричної енергії, що надає вигоди споживачам та електроенергетичним компаніям і йде на користь суспі- льству в цілому. Традиційно управління з боку попиту поділяють на управління попитом у короткостроковій перспективі – реагування попиту (demand response, DR) – комплекс заходів, спрямованих на змінення хара- ктеру енерговикористання кінцевими користувачами у відповідь на змінення ціни на електричну енергію або інші стимули, та управління попитом у довгостроковій перспективі – підвищення рівня енергетичної ефектив- ності (energy efficiency, EE) – комплекс заходів, спрямо- ваних на забезпечення сталого зниження електроспо- живання через підвищення ефективності використання електричної енергії. Між цими двома підходами до уп- равління попитом існують принципові відмінності. По-перше, DR реалізується на інтервалі в межах однієї години. В Україні DR розглядається на інтервалі 15 хв для забезпечення операційної безпеки, на інтервалі 30 хв для контролю навантаження споживачів і в межах 60 хв дл постачання послуг з балансування (ППБ) на ба- лансувальному ринку (БР). Підвищення рівня енергети- чної ефективності реалізується на інтервалі від кількох місяців до років. По-друге, підвищення рівня енергетич- ної ефективності зазвичай реалізується в межах вико- нання завдань енергетичного менеджменту. Під час впровадження у споживача системи енергетичного ме- неджменту (СЕнМ) відповідно до ISO 50001 [6] завжди встановлюють межі системи. Під час визначення обсягів заощадженої (не використаної порівняно з базовою лі- нією [6]) електроенергії до розгляду приймається лише кумулятивна сума (cusum) такої електричної енергії в межах СЕнМ. DR має на меті зниження (або непідви- щення) виробітку електричної енергії великими елект- ричними станціями (bulk generation), яка, відповідно, не буде передана, а отже, не буде втрат в елементах елек- тричної мережі, тобто в будь-якому разі поза межами електроустановок споживача. По-третє, DR передбачає як зменшення, так і збільшення електроспоживання у відповідь на забезпечення балансу потужностей і кон’юнктури ринку, наприклад, в періоди, відповідно, зменшення або збільшення виробітку електричної ене- ргії з ВДЕ. Підвищення рівня енергетичної ефективності завжди має на меті скорочення електроспоживання. Ну і врешті-решт, метою DR завжди є отримання спожива- чем матеріальних вигід у тому чи тому еквіваленті. Кін- цевою метою підвищення рівня енергетичної ефектив- ності є раціональне використання природних ресурсів і боротьба зі змінами клімату, зокрема через скорочення споживання викопного палива та зменшення шкідливих викидів. У цій статті досліджується саме реагування по- питу (DR) в короткостроковій перспективі. У свою чергу реагування попиту охоплює два класи за- вдань: неявні методи управління (Implicit DR), що з ме- тою впливу на характер електроспоживання використо- вують переважно принцип ціноутворення – різні модифікації динамічних тарифів (dynamic pricing), за яких вартість закупівель електричної енергії залежить від часу її використання, і явні методи управління (Explicit DR), які базуються на добровільній участі спожи- вача в контурі управління навантаженням ЕЕС. Пряме управління навантаженнями застосовується зазвичай до потужних промислових підприємств, хоча відомі програми участі в контурі управління також комерцій- них і навіть побутових споживачів (наприклад, пряме уп- равління електропостачанням систем кондиціювання або бойлерів з підготовки гарячої води). У загальному випадку для управління розосередженим навантажен- ням малих споживачів використовують неявні методи через динамічне ціноутворення, зокрема диференціа- цію ціни на електричну енергію за часом використання (Time-Of-Use Pricing, TUP), яка часто застосовується ра- зом з критичною піковою ціною (Critical Peak Pricing, CPP), що відбиває дійсну вартість електричної енергії в пікові години доби, а також ціноутворення в реальному часі (Real Time Pricing, RTP), за якого споживачів опера- тивно інформують про поточні ціни ринку з метою сти- мулювання їх до зсуву навантаження (електроспожи- вання) у періоди вигідніших цін. Таким чином, неявне управління попитом традиційно базується на природному прагненні споживачів, а радше кваліфікованих користувачів мінімізувати ви- трати на закупівлю електричної енергії, а енергосис- тема, користуючись такими прагненнями, пропонує зниження ціни на електричну енергію в періоди її над- лишку і підвищення ціни в періоди її дефіциту, надсила- ючи в такий спосіб сигнал користувачам щодо періодів переважного (сприятливого) використання електричної енергії. Втім, неявне управління попитом може спира- тися і на пропонування користувачам інших бенефітів, про що йтиметься далі. Явне управління попитом слід розглядати як свого роду «запобіжник» у критичні мо- менти, коли дефіцит електричної потужності в ЕЕС за- грожує її стійкості. За таких умов застосовують прямі об- меження навантаження і навіть вимкнення користувачів, оскільки енергосистема просто не в змозі забезпечити їхні поточні енергетичні потреби. 119 Відновлювана енергетика. № 1/2026 | Комплексні проблеми енергетичних систем на основі НВДЕ З огляду на це найраціональніший шлях узгодження по- питу й пропозиції на електричну потужність (електрое- нергію) полягає в комбінуванні неявних і явних методів управління попитом, коли на попередньому етапі кори- стувачів заохочують до використання електричної енер- гії в періоди її надлишку і до зменшення електроспожи- вання в періоди її дефіциту, а за виникнення критичних ситуацій у передаварійних та аварійних режимах функ- ціонування ЕЕС застосовують явні методи прямого уп- равління навантаженням. Постановка задачі. З початком повномасштабного ро- сійського вторгнення в Україну верифіковані дані щодо доступних генерувальних потужностей із зрозумілих причин є закритими, але на підставі публікацій у відкри- тих джерелах можна зробити висновок, що станом на травень 2023 року після масованих атак на українську енергосистему втрати встановленої потужності зросли до 27 ГВт [7]. На тимчасово окупованих територіях пів- дня України залишилося чимало генерувальних устано- вок, зокрема на базі ВДЕ. До того ж через специфіку еле- ктроенергетичного виробництва та режимів електро- споживання не всі доступні генерувальні потужності мо- жуть бути залучені для покриття навантаження в кож- ний момент часу. Через це оператори мереж за виник- нення дефіциту потужності вдаються до віялових та екстрених вимкнень користувачів, зокрема побутових. За даними Міненерго станом на 2021 рік частка елект- роспоживання побутових користувачів в Україні оціню- валася в понад 30 % [8]. З початком повномасштабного вторгнення внаслідок скорочення електроспоживання в промисловому і комерційному секторах економіки спо- живання електричної енергії в побуті відносно зросло і станом на початок 2025 року оцінюється у 38 % [9]. Тож продуктивне оперування таким ресурсом додає можли- востей балансування ОЕС України. Взимку 2022–2023 років побутових користувачів в Укра- їні вимикали за графіком на декілька годин двічі-тричі на добу. За потреби застосовувалися екстрені вимк- нення. Після найпотужніших атак тривалість блекаутів сягала двох і більше діб залежно від регіону України. Схожа практика застосовувалася і в 2024–2025 роках. Не важко зрозуміти, що після відновлення електропоста- чання побутові користувачі відбирають від електричної мережі максимум необхідної потужності, компенсуючи в такий спосіб втрачені можливості. Як наслідок, відбу- вається різкий і неконтрольований «накид» наванта- ження, що призводить до збурень у й без того вразливій енергосистемі. Тож нерідкими є повторні вимкнення. Спостерігалися й інші ситуації. Зокрема, через особли- вості систем електропостачання частину житлових буди- нків, які було заживлено від об’єктів критичної інфра- структури, наприклад тягових підстанцій залізниці або міського електротранспорту, не можна було вимкнути, а відповідно й увімкнути автоматично – доводилося за- лучати комунальні компанії, голів ОСББ та інших осіб для комутації таких об’єктів вручну. Із суб’єктивних при- чин це не завжди було продуктивно. Окремі будинки, знов-таки через особливості систем електропостачання, вимикали посекційно на різний час. Усе це призводило до виникнення конфліктних ситуацій і висування прете- нзій операторам мереж, не завжди обґрунтованих. Таким ситуаціям можна було б запобігти через операти- вний адаптивний розподіл доступної потужності серед користувачів шляхом ефективного застосування сма- ртлічильників (smart meters), інтегрованих до широко розгорнутих смартсистем вимірювання, обліку та управ- ління енерговикористанням (smart metering systems, SMS), побудованих з використанням передових техно- логій смартобліку (smart metering) та забезпечення гнучкості попиту (demand-side flexibility, DSF). Головне завдання полягає у створенні повнофункціонального ін- струментарію підтримки продуктивної двоспрямованої комунікації електричної мережі та користувачів задля забезпечення гнучкості попиту, зокрема в умовах дефі- циту потужності в ОЕС України. Новий метод неявного управління попитом на основі пропозиції доступної потужності [10] передбачає опе- ративне інформування кожного користувача про досту- пну в певний момент до використання персонально ним електричну потужність, що може бути меншою або більшою за законтрактовану в межах технічної здатності електричної мережі з її доставлення користувачеві. У ві- дповідь користувач може безумовно використати за- пропоновану потужність (акцепт за умовчанням через неявний зворотний зв’язок другого порядку) або відмо- витися від її використання повністю або частково, пові- домивши про це оператора з боку ЕЕС (через явний зво- ротний зв’язок першого порядку), зокрема, в обмін на інші бенефіти, наприклад захист від вимкнень. Розроб- лений метод базується на використанні розширеної двоспрямованої комунікації електроенергетичної сис- теми безпосередньо з кожним користувачем (абонен- том) на основі смартлічильників електричної енергії, які інтегровано до широко розгорнутих на засадах взаємо- замінності та кібербезпеки смартсистем вимірювання, обліку та управління енерговикористанням. Наявність розширеної двосторонньої оперативної комунікації дає змогу адаптивно перерозподіляти доступну потуж- ність між усіма користувачами на засадах неупередже- ності й справедливості з урахуванням індивідуальних режимів електроспоживання та забезпечити операти- вне інформування зацікавлених сторін про акцепт про- позицій доступної потужності, а розроблений новий ме- тод неявного управління попитом створить умови для оптимального та ефективного використання доступної потужності з урахуванням актуальних потреб кожного користувача. Це забезпечить надійне електропоста- чання користувачів як в умовах дефіциту потужності, так і в умовах її надлишку та сприятиме підвищенню проду- ктивності використання електричної енергії, що вироб- ляється генерувальними установками на базі ВДЕ. Концептуальний підхід до розв’язання задачі [1, 10]. Лічильник комерційного обліку електричної енергії є чи не єдиним пунктом, де користувач обов’язково стик- 120 Відновлювана енергетика. № 1/2026 | Комплексні проблеми енергетичних систем на основі НВДЕ неться з електромережею. Інших пунктів може й не бути, але лічильник є завжди. Лічильник електричної енергії є зрозумілим і звичним для користувача вимірю- вальним приладом. Нав’язані оператором мережі інші електротехнічні засоби можуть непокоїти користувача, якщо він не розуміє власної потреби в цих засобах, але лічильник є цілком прийнятним для користувача і не ви- кликає у нього недовіри. Лічильник електричної енергії має природне живлення від електричної мережі, тож смартлічильник електроенергії може слугувати хостом для об’єднання лічильників інших енергоносіїв (тепла, води, газу тощо), а також розумних побутових приладів (системи кондиціювання повітря, електроопалення, електричні водонагрівачі, пральні та посудомийні ма- шини, холодильники, телевізори і т. ін.) в єдиний інфор- маційно-комунікаційний вузол – це загальновідомо. Саме з цих причин смартлічильники електричної енергії варто використовувати для комунікацій між користува- чем та електричною мережею. Смартлічильники прямого ввімкнення (а саме такі сма- ртлічильники зазвичай застосовуються для комерцій- ного обліку електричної енергії, що споживається побу- товими користувачами в багатоквартирних будинках) здебільшого оснащено інтегрованими вимикачами, що дає змогу за певних умов вимкнути / увімкнути наванта- ження дистанційно або в автоматичному режимі. Смар- тлічильники трансформаторного ввімкнення (зокрема, застосовуються для комерційного обліку електричної енергії, що споживається багатоквартирними будин- ками та приватними домогосподарствами) можуть бути опціонально оснащені реле управління навантаженням, що керує зовнішніми вимикачами. Смартлічильники фо- рмують профіль навантаження користувача, вимірюють потужність, що використовується користувачем у кож- ний момент часу, і фіксують максимальну потужність, яку було використано користувачем за кожний період контролю. За допомогою смартлічильників можна за- програмувати максимальну електричну потужність або максимальну силу електричного струму, які дозволено до використання користувачем, а також вимкнення ко- ристувача в разі перевищення уставки. З огляду на викладене вище доцільно реалізувати у сма- ртлічильниках оперативний перерозподіл та дистан- ційне програмування дозволеної до використання поту- жності виходячи з доступної на поточний момент потужності ЕЕС або району електричних мереж. Обов’язковою умовою є відображення цієї інформації на показувальному пристрої смартлічильника і засобах дистанційного зчитування інформації зі смартлічиль- ника, як-от віддалені дисплеї сплітлічильників (split meters), внутрішньобудинкові дисплеї (in-home displays, IHD), смартфони тощо, можливо, супроводжувані звуко- вим сигналом з метою оперативного й надійного інфор- мування користувача про поточні параметри режимів електроспоживання та обмеження потужності. За та- кого підходу до балансування ЕЕС користувача не вими- кають, а пропонують йому вибір між обмеженням або вимкненням у разі перевищення дозволеної, а за фак- том доступної, на цей момент потужності. Крім того, що прийняття рішення залишатиметься за користувачем, що безумовно матиме позитивний психологічний ефект, такий підхід сприятиме уникненню багатьох про- блем, наведених вище, і надасть можливість побуто- вому користувачеві самостійно визначати пріоритети і приймати відповідальні рішення щодо використання дозволеної саме йому потужності в кожний момент часу, на свій розсуд перерозподіляючи цю потужність та енерговитрати серед струмоприймачів. У разі автомати- чного вимкнення користувача через перевищення ним дозволеної потужності відповідальність знову-таки пок- ладатиметься на користувача, що дасть змогу уникнути конфліктних ситуацій. Не буде потреби залучати до ко- мутацій багатоквартирних будинків персонал, зокрема сторонній, якому це не властиво, що підвищить рівень електробезпеки й запобігатиме нещасним випадкам. Вимкнення користувачів за перевищення дозволеної потужності здійснюватимуться автоматично. Після збільшення доступної потужності ЕЕС, що дасть нагоду відновити електропостачання користувачів у разі їхнього знеструмлення раніше, постане питання ввімк- нення користувача, що з міркувань електробезпеки не завжди може бути здійснено автоматично. У цьому разі на лічильник та приєднані до нього комутувальні апа- рати може бути подано команду про розблокування та можливість увімкнення в ручному або напівавтоматич- ному режимі за вибором користувача. Врешті-решт, під час запровадження обмежень корис- тувач може прийняти рішення щодо добровільного зме- ншення дозволеної йому потужності на користь інших користувачів або ЕЕС, зокрема в обмін на певні бене- фіти, наприклад захист від вимкнень, або запросити до- даткову потужність. Це потребуватиме додаткового фу- нкціоналу смартлічильників і смартсистем вимірю- вання, обліку енерговикористання та управління ним. Тривіальна математична модель [1, 10]. Рівняння (8) допускає необмежену кількість циклічних ітерацій аж до повернення до рівнянь (1) і (6) після від- новлення активної й реактивної потужності, достатньої для забезпечення нормованих значень показників яко- сті електропостачання всіх приєднаних користувачів на договірних засадах. Наведена математична модель є тривіальною і не вра- ховує обмеження, що визначаються законами переда- вання та розподілу електричної енергії внаслідок щіль- ного взаємозв’язку між режимними параметрами, зокрема через залежність втрат активної та реактивної потужності від режиму напруги та струму в електричній мережі. Втім, наведеної моделі цілком достатньо для викладення запропонованого методу неявного управ- ління попитом в умовах дефіциту потужності. 122 Відновлювана енергетика. № 1/2026 | Комплексні проблеми енергетичних систем на основі НВДЕ Алгоритм адаптивного розподілу доступної електрич- ної потужності серед користувачів. Блок-схему алгори- тму адаптивного розподілу доступної електричної поту- жності серед усіх користувачів, приєднаних до електричної мережі, на умовах відповідності рівнянню (8) під час дефіциту потужності в ОЕС України наведено на рис. 1 [1, 10]. Якщо доступна потужність генеруваль- них установок дає змогу забезпечити нормовані зна- чення показників якості електропостачання всіх приєд- наних користувачів на договірних умовах, алгоритмом передбачено перевірку можливості розблокування й надання дозволу на ввімкнення раніше вимкнених і за- блокованих за перевищення дозволеної потужності ко- ристувачів. Якщо ж ця умова не виконується, алгорит- мом передбачено визначення актуального значення дозволеної активної потужності користувачів, що відпо- відає доступній активній потужності генерувальних ус- тановок. Щоразу під час обчислення дозволеної до ви- користання активної потужності має бути застосовано «захисний інтервал» задля уникнення невизначеності на межі доступності активної потужності генерувальних установок. Встановлене актуальне значення дозволеної активної потужності перевіряється на відповідність граничним умовам функціонування алгоритму, а саме на переви-- щення мінімальної активної потужності, яку може вико- ристати споживач. Таку потужність варто визначати ви- ходячи з критичного мінімуму, що відповідає сукупному навантаженню струмоприймачів, які забезпечують жит- тєдіяльність побутового користувача. Якщо актуальне значення дозволеної активної потужності не відповідає критичному мінімуму, передбачено вихід з алгоритму і й перехід до екстрених вимкнень користувачів. У цьому разі вважається, що можливості уникнути вимкнення користувачів відсутні. Якщо актуальне значення дозволеної активної потужно- сті відповідає критичному мінімуму, перевіряється мо- жливість увімкнення раніше вимкнених користувачів. За позитивних результатів перевірки здійснюється розбло- кування й надання дозволу на ввімкнення раніше вимк- нених користувачів і цикл повторюється. За негативних результатів перевірки дозволена активна потужність до- водиться приєднаним користувачам через смартлічиль- ники і в подальшому кожним смартлічильником здійс- нюється контроль перевищення користувачем доведеної дозволеної потужності. За виконання корис- тувачем доведених обмежень цикл повторюється. У разі перевищення дозволеної потужності смартлічиль- ник активує автоматичне вимкнення користувача. Окрім вимкнення користувача за фактом перевищення дозволеної потужності алгоритмом передбачено блоку- вання смартлічильника користувача після вимкнення від повторного ввімкнення з метою запобігання неконт- рольованим «накидам» навантаження. Розблокування відбувається за командою, що надходить на смартлічи- льник від смартсистеми, або за часовою уставкою, яку може бути визначено, зокрема, на прогресивній основі. Це дасть змогу, з одного боку, уникнути вимкнення ко- ристувачів на невизначений час, з іншого – вимикати ко- ристувачів, які перевищили дозволену потужність, пос- тупово подовжуючи час знеструмлення користувача після кожного наступного перевищення ним дозволеної активної потужності. Для визначення таких технічних вимог варто проаналізувати досвід впровадження АСКОЕ в ОРЕ України, а також досвід ро- згортання смартсистем обліку в державах – членах ЄС. Аналіз впровадження АСКОЕ в ОРЕ України. Результати впровадження та застосування АСКОЕ в ОРЕ України де- тально висвітлено в [3, 4]. В умовах багатократного зро- стання кількості гравців ринку і виконуваних ними ро- лей [11] за рахунок виходу на ринок кваліфікованих користувачів оператор ринку (ОР) під час узгодження обсягів купівлі – продажу електроенергії й формування прогнозованих електроенергетичних балансів, а ОСП під час контролю виконання узгоджених режимів виро- бітку й споживання електроенергії в реальному часі, ма- ють спиратися на точні, повні, цілісні, достовірні та акту- альні дані обліку. При цьому достовірність підсумкового електроенергетичного балансу ОЕС України безпосере- дньо пов’язана з достовірністю балансів кожного окре- мого ОСР. Саме тому результативне застосування смартсистем ви- мірювання, обліку енерговикористання та управління ним сьогодні вимагає імплементації в Україні низки між- народних стандартів, удосконалення нормативного й метрологічного забезпечення, а також реконструкції ді- ючих АСКОЕ, що спрямовано насамперед на досягнення їх взаємосумісності (interoperability), підвищення надій- ності, а також забезпечення точності, повноти, цілісно- сті, достовірності та актуальності даних обліку з метою узгодження в реальному часі процесів вироблення та використання електричної енергії в межах концепції Smart Grid [12]. Аналіз розгортання смартсистем обліку електричної енергії в державах – членах ЄС. У межах імплементації положень третього енергетичного пакета Європейсь- кою Комісією (ЄК) ще в 2009 році було передбачено за- ходи щодо широкого розгортання SMS [13]. Смартсис- теми розглядаються не лише як технічний засіб обліку електроенергії та контролю параметрів режимів елект- роспоживання, а передусім як потужний інструмент ад- ресного впливу на енергетичну поведінку кожного окре- мого кінцевого споживача з метою скорочення енергоспоживання та підвищення ефективності викори- стання електричної енергії. З цього погляду національ- ним урядам, у співпраці з бізнесом, громадянськими асоціаціями та іншими зацікавленими сторонами, було рекомендовано виявляти й поширювати приклади ефе- ктивної практики застосування смартаплікацій щодо об- ліку електроенергії та вживати відповідних заходів з під- вищення рівня суспільного усвідомленн, як невід’ємної умови для ширших дій за підсумками впровадження Smart Grid-технологій. Мінімальні технічні вимоги до SMS, а також умови їх розгортання детально визначено в [14]. Досвід розгортання SMS у державах – членах ЄС [15–20] довів перспективність прийнятої стратегії. Водночас було виявлено низку прогалин і вразливостей, тож вона потребує вдосконалення. Насамперед йдеться про за- безпечення взаємосумісності (interoperability), а врешті- реш – взаємозамінності (interchangeability) смартлічи- льників електричної енергії, зокрема з метою забезпе- чення спадковості під час розгортання та розвитку SMS [19]. Пильнішу увагу слід приділити питанням кібербез- пеки (cybersecurity) SMS [20] та розвитку інтерфейсів ко- ристувачів [16]. Одним із чинників, що стримують розго- ртання SMS, визнано також регуляторні обмеження. Досвід розгортання SMS в ЄС було враховано, зокрема, під час прийняття «Нової Електричної Директиви» (New Electricity Directive) [21], відповідно до якої держави- члени повинні забезпечити усіх бенефіціарів можливі- стю в будь-який момент повною мірою скористатися до- ступними пропозиціями конкурентного ринку електри- чної енергії. З цією метою бенефіціари мають бути оснащені SMS з можливістю доступу до динамічних цін на електроенергію. Крім того, їх слід безпосередньо та регулярно інформувати про пропозиції та заоща- дження, доступні на конкурентному ринку, а також на- давати їм допомогу для реагування на ринкові пропози- ції та отримання вигоди від них. Смартсистеми обліку розширюють можливості користувачів, оскільки дають змогу отримувати точний та майже в режимі реального часу зворотний зв’язок щодо їхнього споживання або виробництва енергії, а також краще керувати власним споживанням, брати участь у програмах управління по- питом й отримувати вигоди від них та інших послуг, а та- кож зменшувати рахунки за електроенергію. Смартсис- теми обліку також дають змогу ОСР мати кращу видимість своїх мереж і, як наслідок, зменшити витрати на їх експлуатацію та обслуговування й передати ці зао- щадження споживачам у вигляді нижчих тарифів на роз- поділ. Визначення головних цілей та формулювання засад і базових принципів розроблення, розгортання та за- стосування смартсистем вимірювання, обліку енерго- використання та управління ним для забезпечення гнучкості попиту детально описано в [1, 10]. Серед ін- шого, рекомендовано активізувати дослідження у сфері технологій смартобліку, зокрема PLC-технологій, технологій синхронізації вимірювань, кіберзахисту тощо; імплементувати стандарти смартобліку та забез- печення гнучкості попиту з урахуванням особливостей національної електроенергетики, доробок українських науковців та їхньою гармонізацією зі стандартами ЄС; розробити та затвердити розширені технічні та функці- ональні вимоги до смартлічильників електричної ене- ргії, а також до смартсистем вимірювання, обліку ене- рговикористання та управління ним в Україні за гармонізованими національними стандартами; забез- печити проєктування та виробництво смартлічильни- ків електричної енергії, а також складових смартсис- тем вимірювання, обліку енерговикористання та управління ним в Україні за гармонізованими націона- льними стандартами; розпочати модернізацію елект- ричних мереж, передусім внутрішньобудинкових 124 Відновлювана енергетика. № 1/2026 | Комплексні проблеми енергетичних систем на основі НВДЕ мереж застарілого житлового фонду з метою забезпе- чення можливості імплементації провідних PLC-техно- логій смартобліку; адаптувати регуляторну базу в сфері використання електричної енергії до передових техно- логій смартобліку тощо. Невід’ємною умовою продук- тивного впровадження та застосування запропонова- ного методу неявного управління попитом також є коригування споживчої поведінки й запровадження культури енерговикористання. Гнучкість попиту vs нестабільності виробітку електри- чної енергії розосередженими генерувальними уста- новками на базі ВДЕ. Перспективне застосування ви- кладених концептуальних підходів полягає у використанні гнучкості попиту для балансування ЕЕС в умовах нестабільності виробітку електричної енергії генерувальними установками на базі ВДЕ. Як уже за- значалося вище, ОЕС України базується на генеруваль- них потужностях АЕС і ТЕС. Серед ТЕС переважають електричні станції, що працюють на кам’яному вугіллі, для яких час введення в роботу становить від 2 до 4 год для гарячого пуску; холодний запуск після тривалого простою потребує 6—8 годин. Після 2014 року частину блоків ТЕС було переведено на роботу на бурому ву- гіллі, холодний пуск яких потребує 9–15 год. Тож у разі зупинки або навіть переведення блоків ТЕС у гарячий резерв, у разі раптового припинення виробітку елект- ричної енергії генерувальними установками на базі ВДЕ, що часто спостерігається, українська енергосис- тема просто неспроможна заповнити «провали» теп- ловою маневреною генерацією. Звідси робимо прос- тий, але важливий висновок: відновлювальна генерація балансується виключно гнучкістю попиту, що базується на продуктивній та оперативній двосторон- ній комунікації споживача з електричною мережею (енергосистемою). З реалізацією додаткових технічних та функціональних вимог до смартлічильників електричної енергії та смар- тсистем вимірювання, обліку енерговикористання та уп- равління ним варто дослідити розвиток запропонова- ного алгоритму адаптивного розподілу доступної електричної потужності серед користувачів (рис. 1) в умовах нестабільності виробітку електричної енергії ге- нерувальними установками на базі ВДЕ і балансування ЕЕС ресурсом гнучкості попиту (рис. 2). Після доведення дозволеної потужності користувач може відмовитися від частини дозволеної потужності на користь, зокрема, інших користувачів, наприклад під час peer-to-peer торгівлі електричною енергією, або ене- ргосистеми під час торгівлі послугами на ринку електри- чної енергії. Користувач також матиме можливість за потреби запро- сити додаткову дозволену потужність в енергосистеми або в інших користувачів. Комерційні розрахунки за на- дані та отримані електричну енергію та послуги може бути реалізовано в грошовому еквіваленті або за прин- ципами net metering. У відповідь кори- стувач може безумовно використати запропоновану по- тужність (акцепт за умовчанням через неявний зворот- ний зв’язок другого порядку) або свідомо відмовитися від її використання повністю або частково (через явний зворотний зв’язок першого порядку), зокрема, в обмін на інші бенефіти, наприклад захист від вимкнень. Роз- роблений метод базується на використанні розширеної двоспрямованої комунікації електроенергетичної сис- теми безпосередньо з кожним користувачем (абонен- том) на основі смартлічильників електричної енергії, які інтегровано до широко розгорнутих на засадах взаємо- замінності та кібербезпеки смартсистем вимірювання, обліку енерговикористання та управління ним. Наяв- ність розширеної двосторонньої оперативної комуніка- ції дає нагоду адаптивно перерозподіляти доступну по- тужність між усіма користувачами на засадах неупередженості й справедливості з урахуванням інди- відуальних режимів електроспоживання та забезпечити оперативне інформування зацікавлених сторін про ак- цепт пропозицій доступної потужності, а розроблений новий метод неявного управління попитом створить умови для оптимального та ефективного використання доступної потужності з урахуванням актуальних потреб кожного користувача. Це забезпечить надійне електро- постачання користувачів як в умовах дефіциту потужно- сті, так і в умовах її надлишку та сприятиме підвищенню продуктивності використання електричної енергії, що виробляється генерувальними установками на базі ВДЕ. Висновки Розроблений новий метод неявного управління попи- том на основі пропозиції доступної потужності спрямо- вано на розбудову високопотенційного ресурсу балан- сування ОЕС України, зокрема в умовах дефіциту потужності; він базується на поєднанні прямих та непря- мих методів забезпечення гнучкості попиту шляхом створення повнофункціонального інструментарію ор- ганізації взаємодії та підтримки продуктивної двоспря- мованої комунікації електричної мережі та користувачів на базі вдосконалених смартлічильників електричної енергії з розширеною функціональністю, інтегрованих до уніфікованих смартсистем вимірювання, обліку ене- рговикористання та управління ним на засадах взаємо- замінності та кібербезпеки. Розроблений новий метод управління попитом також забезпечить надійне та які- сне електропостачання користувачів в умовах нестабі- льності виробітку електричної енергії генерувальними установками на базі ВДЕ. The article describes the new implicit demand response method developed by the author, based on of- fering available capacity. The method is distinguished by promptly informing the customer about the amount of electrical power personally available to them for use at a given moment, which may be lower or higher than the contracted level, within the technical capabilities of the power grid and its delivery to the customer. In response, the customer may unconditionally use the offered capacity (default acceptance via implicit second-order feedback) or refuse to use it partially or completely (via explicit first-order feedback), in particular in exchange for other benefits. The new method is based on the use of extended two-way communication between the power system and each individual customer (subscriber) through smart electricity meters integrated into widely deployed smart metering systems built on the principles of interoperability and cybersecurity. The availability of extended real- time two-way communication makes it possible to promptly redistribute available capacity among all customers on the basis of impartiality and fairness, taking into account individual power consumption patterns, in particular under conditions of instability of power generation from renewable energy sources, as well as the occurrence of capacity shortages in the Integrated Power System of Ukraine. The developed new method of implicit demand response will create conditions for optimal and efficient use of available capacity, taking into account the current needs of each customer. This will ensure a reliable power supply to customers both under conditions of capacity shortage and under conditions of unstable generation, and will also contribute to increasing the productivity of power generated by renewable energy facilities. Traditionally, demand-side management (DSM) for electric power (electricity) has been an alterna- tive to ensuring the static and dynamic stability and steady- state operating conditions of electric power systems (EPS) by means of controllable generating units that use mainly fossil fuels to produce electricity. Under this alternative ap- proach, DSM not only reduces the consumption of finite natural resources but also makes it possible to decrease harmful emissions caused by power generation and its losses in power-grid components, which overall contributes to reducing the technogenic impact on the environment. Balancing an EPS using demand as a resource is the most rational approach under conditions of widespread integra- tion of generating units based on renewable energy sources (RES) into the grid. The instability of power generation by RES often leads to imbalances between generation capacity and consumer loads, which can be readily observed in the operation of microgrids. Balancing the power system under such conditions by means of controllable fossil-fuel-based generation is inefficient and often technically infeasible due to the long start-up times of coal-fired power units, which constitute the majority of flexible generating capacity in Ukraine. This approach is even more relevant today for balancing the Integrated Power System (IPS) of Ukraine, as a result of bar- baric russian attacks on Ukraine’s power infrastructure, more than half of generation facilities have been destroyed or damaged and a significant number of key electrical sub- stations that ensure the transmission and distribution of electricity have been put out of operation. Among other things, this leads to a situation where, after power supply is restored, household and residential consumers consider it their right to draw as much power from the grid as they wish. As a result, disturbances arise in an already vulnerable power system. Such a situation could be prevented by introducing flexible demand-side management for household and residential consumers in accordance with the power system’s availa- ble capacity, based on smart electricity meters integrated into widely deployed smart metering systems built on the principles of interoperability and cybersecurity [1]. The de- ployment of smart metering systems is envisaged by the Action Plan for the implementation of the Concept for the introduction of “smart grids” in Ukraine up to 2035 [2]; however, among other things, unified foundations and basic principles for deploying such systems have not been defined, which poses significant risks for their future use in demand-side management. Ukraine already has extremely negative experience in the development and implementation of automated commer- cial electricity metering systems (ACEMS) for end consum- ers based on the technical recommendations of regional electric power companies—suppliers under regulated tar- iffs (SRT)—in 2005–2018, which resulted in the incompati- bility of such ACEMS and the impossibility of integrating them into a unified distributed ACEMS of the Wholesale Electricity Market (WEM) of Ukraine [3]. By contrast, the ACEMS of WEM participants were built according to unified technical requirements of the Main Operator of the Com- mercial Metering System and were integrated into the uni- fied distributed ACEMS of the WEM of Ukraine, which made it possible to ensure financial settlements, including at the initial stages of introducing the new liberalized electricity market of Ukraine [4]. However, in Ukraine the practice continues of designing and deploying ACEMS exclusively for the purpose of providing information support for electricity billing, with metering data being made available to stake- holders post factum, while insufficient attention is paid to timely informing users about the current parameters of power consumption regimes (CPPCR), which is an essential prerequisite for the effective implementation of demand- side management [5]. Purpose and objectives of the research. The purpose of the research is to create conditions and ensure the possibility for adaptive coordination of demand and supply for electric power (electricity), in particular under conditions of insta- bility of power generation from renewable energy sources, as well as the occurrence of capacity shortages in the Inte- grated Power System of Ukraine. To achieve this purpose, it is necessary to: − to define the objectives of demand-side management, in particular under conditions of shortage of available electric power, and to develop conceptual approaches to addressing them; − to construct a trivial mathematical model and develop an algorithm for adaptive allocation of available electric power among consumers; − to analyze the results of the development and applica- tion of automated commercial electricity metering sys- tems (ACEMS) of participants in the wholesale and retail electricity markets of Ukraine, as well as the results of the deployment of smart metering systems in the Mem- ber States of the European Union (EU); − based on the results of the analysis, to identify the main goals and priorities, as well as risks and constraints, and to formulate the foundations and basic principles for the development, deployment, and prospective appli- cation of smart systems for measurement, metering, and energy management as the basic toolkit for forming information support for demand-side management tasks, in particular under conditions of capacity short- age in the IPS of Ukraine; − to develop a new implicit demand response method based on offering available capacity, which relies on two-way communication between the EPS and each customer and is distinguished by prompt notification of each customer about the amount of electric power per- sonally available to them for use at a given moment, which may be lower or higher than the contracted level within the technical capability of the power grid to de- liver it to the customer. Research material. The load limits under conditions of in- sufficient generation capacity to cover the demand of con- nected power loads is a traditional approach to balancing an EPS. In the case of prolonged imbalance, rolling or stabi- lization outages are applied, during which consumers are disconnected from the power supply in turn for a certain period in order to match the load to the available capacity. To overcome a critical shortage of available generation ca- pacity, emergency disconnections of consumers are used. An alternative to outages is adaptive coordination of de- mand and supply by involving consumers in cooperation with the power system, which is a much more rational ap- proach, as it allows not only balancing the system but also reducing harmful emissions and saving fossil fuels, which ultimately has a positive impact on the environment. Demand-side management (DSM) is understood as cooper- ative interaction among the transmission system operator (TSO), distribution system operators (DSOs), utilities, and their customers—consumers (sometimes with the involve- ment of third parties, in particular power suppliers, retail- ers, aggregators, etc.) aimed at increasing the efficiency of power use, which provides benefits to consumers and power companies and brings advantages to society as a whole. Traditionally, DSM is divided into short-term de- mand-side management—demand response (DR), a set of measures aimed at changing the pattern of energy use by final customers in response to changes in electricity prices or other incentives—and long-term demand-side manage- ment—energy efficiency (EE), a set of measures aimed at ensuring a sustainable reduction in power consumption by 129 Відновлювана енергетика. № 1/2026 | Комплексні проблеми енергетичних систем на основі НВДЕ improving the efficiency of electricity use. There are funda- mental differences between these two approaches to DSM. First, DR is implemented over a time interval within one hour. In Ukraine, DR is considered over a 15-minute interval within the framework of ensuring operational security, over a 30-minute interval within the framework of con- sumer load control, and over a 60-minute interval within the provision of balancing services (BS) in the balancing market (BM). Improving energy efficiency is implemented over an interval ranging from several months to years. Sec- ond, improving energy efficiency is usually implemented as part of solving energy management tasks. When an energy management system (EnMS) is introduced at a consumer’s facility in accordance with ISO 50001 [6], system bounda- ries are always defined. When determining the amount of saved (i.e., not used compared to the baseline [6]) electric- ity, only the cumulative sum (cusum) of such electricity within the EnMS boundaries is taken into account. DR aims to reduce (or prevent an increase in) power generation by large power plants (bulk generation), which accordingly will not be transmitted and thus losses in power-grid compo- nents will be avoided, i.e., in any case outside the con- sumer’s premises. Third, DR provides for both a decrease and an increase in power consumption in response to the power balance and market conditions, for example, during periods of decreased or increased power generation by RES, respectively. Improving energy efficiency always aims at reducing power consumption. Finally, the goal of DR is always for the consumer to obtain material benefits in one form or another. The ultimate goal of improving energy ef- ficiency is the rational use of natural resources and combat- ing climate change, in particular by reducing fossil fuel con- sumption and harmful emissions. This article examines DR specifically in the short-term perspective. In turn, demand response covers two classes of tasks: Im- plicit DR, which primarily use pricing principles—various modifications of dynamic tariffs (dynamic pricing), under which the cost of electricity purchases depends on the time of its use—in order to influence the pattern of electricity consumption; and Explicit DR, which are based on the vol- untary participation of the consumer in the power system load control loop. Direct load control (DLC) is usually ap- plied to large industrial enterprises, although programs in- volving commercial and even residential consumers are also known (for example, direct control of power supply to air-conditioning systems or domestic hot-water boilers). In the general case, implicit methods based on dynamic pric- ing are used to manage the distributed load of small con- sumers, in particular differentiation of electricity prices by time of use (Time-of-Use Pricing, TOU), which is often ap- plied together with Critical Peak Pricing (CPP), reflecting the true cost of electricity during peak hours, as well as Real-Time Pricing (RTP), under which consumers are promptly informed of current market prices in order to en- courage them to shift their loads (power consumption) to periods with more favorable prices. Thus, implicit demand management is traditionally based on the natural desire of consumers, or rather qualified cus- tomers, to minimize the cost of purchasing electricity, while the power system, making use of this desire, offers lower electricity prices during periods of surplus and higher prices during periods of shortage, thereby sending users a signal regarding periods of preferential (favorable) electricity use. However, implicit DR may also rely on offering customers other benefits, which will be discussed further below. Ex- plicit DR should be regarded as a kind of “safety valve” at critical moments when a shortage of electric power in the power system threatens its stability. Under such condi- tions, direct load limits and even outage of customers are applied, since the power system is simply unable to meet their current energy needs. Based on this, the most rational way to coordinate demand and supply of electric power (electricity) is to combine im- plicit and explicit DR-methods, whereby at the preliminary stage customers are encouraged to consume electricity during periods of surplus and to reduce consumption dur- ing periods of shortage, and, in the event of critical situa- tions in pre-emergency and emergency operating modes of the power system, explicit DLC are applied. Problem statement. Since the beginning of the full-scale russian invasion of Ukraine, verified data on available gen- eration capacity have, for obvious reasons, been classified; however, publications in open sources indicate that as of May 2023, after massive attacks on the IPS, the loss of in- stalled capacity had increased to 27 GW [7]. A significant number of generating units, including those based on RES, remain in the temporarily occupied territories of southern Ukraine. In addition, due to the specifics of electricity gen- eration and consumption patterns, not all available gener- ating capacity can be utilized to cover the load at every mo- ment in time. For this reason, when capacity shortages occur, network operators resort to rolling and emergency outages of users, in particular household and residential customers. According to the Ministry of Energy, as of 2021 the share of power consumption by residential customers in Ukraine was estimated at over 30% [8]. With the onset of the full- scale invasion, due to a reduction in power consumption in the industrial and commercial sectors of the economy, res- idential power consumption has relatively increased and, as of early 2025, is estimated at 38% [9]. Thus, effective uti- lization of this resource provides additional opportunities for balancing the IPS of Ukraine. During the winter of 2022–2023, residential customers in Ukraine were outaged according to schedules for several hours two to three times a day. When necessary, emer- gency outages were applied. After the most powerful at- tacks, the duration of blackouts reached two or more days, depending on the region of Ukraine. Similar practices were also applied in 2024–2025. It is not difficult to understand that after power supply was restored, residential custom- ers drew the maximum power they needed from the grid, thus compensating for the lost opportunities. There- fore, repeated outages are not uncommon. Other situations were also observed. In particular, due to the specific features of power supply systems, some resi- dential buildings supplied from critical infrastructure facili- ties, such as railway traction substations or urban electric transport substations, could not be disconnected and, ac- cordingly, reconnected automatically; utility companies, homeowners’ association heads, and other persons had to be involved to switch such facilities manually. For subjec- tive reasons, this was not always efficient. Some buildings, again due to the specifics of power supply systems, were outaged section by section for different periods of time. All this led to the emergence of conflict situations and the fil- ing of claims against network operators, not always justi- fied. Such situations could be prevented by the prompt adaptive allocation of available capacity among users through the ef- fective application of smart meters integrated into widely deployed smart systems for measuring, metering and en- ergy management (smart metering systems, SMS), built us- ing advanced smart metering technologies and ensuring demand-side flexibility (DSF). The main task is to create a full-fledged toolkit to support productive two-way commu- nication between the power grid and users in order to en- sure demand-side flexibility, in particular under conditions of capacity shortage in the IPS of Ukraine. The new implicit DR-method based on offering available capacity, which was proposed in [10], provides for prompt notification of each customer about the amount of electric power personally available to them for use at a given mo- ment, which may be lower or higher than the contracted level, within the technical capability of the power grid to deliver it to the customer. In response, the customer may unconditionally use the offered capacity (default ac- ceptance via implicit second-order feedback) or refuse to use it fully or partially by informing the operator on the power-system side (via explicit first-order feedback), in par- ticular in exchange for other benefits, such as protection against outages. The developed method is based on the use of extended two-way communication between the EPS and each individual customer (subscriber) through smart elec- tricity meters integrated into widely deployed smart sys- tems for measurement, metering, and energy manage- ment, built on the principles of interoperability and cybersecurity. The availability of extended real-time two- way communication makes it possible to adaptively redis- tribute available capacity among all customers on the basis of impartiality and fairness, taking into account individual power consumption patterns, and to ensure prompt in- forming of stakeholders about the acceptance of available- capacity offers. The developed new method of implicit DR will create conditions for optimal and efficient use of avail- able capacity, taking into account the current needs of each customer. This will ensure a reliable power supply to cus- tomers both under conditions of capacity shortage and surplus and will contribute to increasing the productivity of power generated by RES. Conceptual approach to solving the problem [1, 10]. The commercial electricity meter is almost the only point at which a customer inevitably interfaces with the power grid. There may be no other such points, but the meter is always present. An electricity meter is a familiar and understanda- ble measuring device for customers. Other electrical de- vices imposed by the network operator may cause concern to customers if they don't understand their own need for them, whereas the meter is fully acceptable to customers and does not raise distrust. The electricity meter has a nat- ural power supply from the grid; therefore, a smart electric- ity meter can serve as a host for integrating meters of other energy carriers (heat, water, gas, etc.), as well as smart household appliances (air-conditioning systems, electric heating, electric water heaters, washing machines and dishwashers, refrigerators, televisions, etc.) into a single in- formation and communication hub, which is well known. Direct-connected smart meters (namely, such smart me- ters are usually used for commercial metering of electricity consumed by residential customers in apartments) are typ- ically equipped with integrated switches, which makes it possible, under certain conditions, to disconnect/recon- nect the load remotely or automatically. Transformer-con- nected smart meters (in particular, those customised for commercial metering of electricity consumed by apart- ments and households) may optionally be equipped with load-control relays that operate external switching devices. Smart meters form a customer load profile, measure the power used by the customer at each moment in time, and record the maximum power used by the customer during each monitoring period. Smart meters also make it possible to set (program) the maximum electric power or maximum electric current allowed for use by the customer, as well as to disconnect the customer in the event that the setpoint is exceeded. Summarizing the above, it is advisable to implement in smart meters real-time redistribution and remote program- ming of the power permitted for use, based on the capacity currently available in the power system or in a given distri- bution network area. A mandatory requirement is that this information be displayed on the smart meter’s display and on remote data-reading devices, such as split-meter re- mote displays, in-home displays (IHDs), smartphones, etc., possibly accompanied by an audible signal, in order to promptly and reliably inform the user about the current power consumption parameters and power limits. With such an approach to balancing the power system, the cus- tomer is not outaged but is offered a choice between limit- ing consumption or being outaged if the permitted—i.e., actually available at a given moment—power level is ex- ceeded. In addition to the fact that the decision remains with the customer, which will undoubtedly have a positive psychological effect, this approach will make it possible to avoid many of the problems described above and will ena- ble residential customers to independently set priorities 131 Відновлювана енергетика. № 1/2026 | Комплексні проблеми енергетичних систем на основі НВДЕ and make responsible decisions regarding the use of the power allocated specifically to them at each moment in time, redistributing this power and energy consumption among their loads at their own discretion. In the event of an automatic outage due to exceeding the permitted power, responsibility will again rest with the customer, which will help avoid conflict situations. There will be no need to involve personnel, including third parties, in switch- ing apartment buildings—tasks that are not inherent to them—which will increase electrical safety and help pre- vent accidents. Outage of customers for exceeding the per- mitted power will be carried out automatically. After the available capacity of the power system increases, making it possible to restore power supply to customers who had previously been de-energized, the issue of recon- necting the customer arises, which for electrical safety rea- sons cannot always be carried out automatically. In this case, a command may be sent to the meter and the switch- ing devices connected to it to unlock them and enable re- connection in manual or semi-automatic mode, at the cus- tomer’s discretion. Finally, when restrictions are introduced, a customer may decide to voluntarily reduce the power allocated to them in favor of other customers or the power system, in particular in exchange for certain benefits, such as protection against outages, or to request additional capacity. This will require additional functionality of smart meters and smart systems for measurement, metering, and energy management. The trivial mathematic model [1, 10]. The presented mathematical model is trivial and doesn't take into account the constraints determined by the laws of transmission and distribution of electric power, which arise from the strong interdependence between operating parameters, in particular due to the dependence of active and reactive power losses on the voltage and current oper- ating conditions in the power grid. Nevertheless, the given model is fully sufficient to describe the proposed method of implicit DR under conditions of power deficit. A block diagram of the algorithm for adaptive distribution of available electric power among all customers connected to the power grid, in accordance with equation (8) under conditions of power deficit in the IPS of Ukraine, is shown in Fig. 1 [1, 10]. If the available ca- pacity of generating units makes it possible to ensure the standardized values of power supply quality indicators for all connected customers under contractual conditions, the algorithm provides for checking the possibility of unlocking and granting permission to reconnect customers who were 133 Відновлювана енергетика. № 1/2026 | Комплексні проблеми енергетичних систем на основі НВДЕ previously disconnected and blocked due to exceeding the allowed power. If this condition is not met, the algorithm provides for determining the current value of the permitted active power for customers that corresponds to the availa- ble active power of the generating units. Each time the per- mitted active power is calculated, a “safety margin” must be applied in order to avoid uncertainty at the boundary of availability of the active power of generating units. The determined current value of the permitted active power is checked for compliance with the boundary conditions of the algorithm’s operation, namely, whether it exceeds the minimum active power that a customer can utilize. Such power should be defined based on a critical minimum corre- sponding to the total load of electrical appliances that ensure the vital activity of a household or residential customer. If the current value of the permitted active power does not meet this critical minimum, the algorithm provides for exiting and switching to emergency disconnection of customers. In this case, it is assumed that there are no remaining possibilities to avoid outage customers. If the current value of the permitted active power meets the critical minimum, the possibility of reconnecting previ- ously outageed customers is checked. If the result of this check is positive, unlocking and permission to reconnect the previously outaged customers are performed, and the cycle is repeated. If the result of the check is negative, the permitted active power is communicated to the connected customers via smart meters, and subsequently each smart meter monitors whether the customer exceeds the com- municated permitted power level. If customers comply with the imposed limits, the cycle is repeated. In the event that the permitted power is exceeded, the smart meter ac- tivates an automatic outage for the customer. In addition to cutting off a customer upon exceeding the permitted power, the algorithm provides for blocking the customer’s smart meter after an outage to prevent re- peated activation and, consequently, uncontrolled load surges. Unblocking is performed either by a command sent to the smart meter from the smart metering system or ac- cording to a time setting, which may be defined, in particu- lar, on a progressive basis. This makes it possible, on the one hand, to avoid outage customers for an indefinite pe- riod of time and, on the other hand, to outage customers who have exceeded the permitted power limit by gradually increasing the duration of their de-energization after each subsequent violation of the permitted active power limit. To ensure the feasibility of implementing the proposed DSF-concept under conditions of power shortage, in partic- ular, the stable implementation of the algorithm for adap- tive allocation of available electric power among custom- ers, smart electricity meters and smart systems for measurement, metering, and energy management must comply with unified technical requirements and be de- ployed based on the principles of interchangeability and cy- bersecurity. To define such technical requirements, it is ad- visable to analyze the experience of implementing automated commercial electricity metering systems (ACEMS) in the WEM of Ukraine, as well as the experience of deploying smart metering systems in EU member states. Analysis of the implementation of ACEMSs in the WEM of Ukraine. The results of the implementation and application of ACEMSs in the WEM of Ukraine are described in detail in [3, 4]. Under conditions of a multiple increase in the num- ber of market participants and the roles they perform [11], due to the entry of qualified consumers into the market, the Market Operator (MO), when coordinating electricity purchase and sale volumes and forming forecasted power balances, and the TSO, when monitoring compliance with the agreed generation and consumption schedules in real time, must rely on accurate, complete, consistent, reliable, and up-to-date metering data. At the same time, the relia- bility of the resulting power balance of the IPS of Ukraine is directly related to the reliability of the balances of each in- dividual DSOs. Therefore, the effective use of smart systems for measure- ment, metering, and energy management today requires the implementation in Ukraine of a number of international standards, improvement of the regulatory and metrological framework, as well as modernization of the existing ACEMSs. This is aimed primarily at achieving their interop- erability, increasing reliability, and ensuring the accuracy, completeness, integrity, credibility, and timeliness of me- tering data in order to coordinate, in real time, the pro- cesses of power generation and consumption within the Smart Grid concept [12]. Analysis of the deployment of smart electicity metering systems in the EU Member States. As part of the imple- mentation of the provisions of the Third Energy Package, the European Commission already in 2009 envisaged measures for the large-scale deployment of smart metering systems [13]. Smart metering systems are considered not only a technical means of electricity metering and monitor- ing power consumption parameters, but primarily a power- ful tool for targeted influence on the energy behavior of each individual end customer in order to reduce energy consumption and increase the efficiency of electricity use. In this regard, national governments, in cooperation with businesses, civil society organizations, and other stakehold- ers, were recommended to identify and disseminate exam- ples of best practices in the application of smart metering applications and to take appropriate measures to raise pub- lic awareness as an integral prerequisite for broader actions following the deployment of Smart Grid technologies. The minimum technical requirements for smart metering sys- tems, as well as the conditions for their deployment, are detailed in [14]. The experience of deploying smart metering systems in the EU Member States [15–20] has demonstrated the promise of the adopted strategy. At the same time, a number of gaps and vulnerabilities have been identified, which neces- sitate its further improvement. First of all, this concerns en- suring interoperability and, ultimately, interchangeability of smart meters, in particular in order to ensure continuity during the deployment and further development of smart metering systems [19]. Greater attention should also be paid to cybersecurity issues of smart metering systems [20] and to the development of user interfaces [16]. Regulatory constraints have likewise been recognized as one of the fac- tors hindering the deployment of smart metering systems. 134 Відновлювана енергетика. № 1/2026 | Комплексні проблеми енергетичних систем на основі НВДЕ The experience of deploying smart metering systems in EU Member States was taken into account, in particular, when adopting the New Electricity Directive [21], according to which Member States must ensure that all beneficiaries are able, at any time, to fully take advantage of the opportuni- ties offered by the competitive electricity market. To this end, beneficiaries should be equipped with smart metering systems providing access to dynamic electricity prices. In addition, they should be directly and regularly informed about the offers and savings available on the competitive market, as well as provided with assistance in responding to market offers and benefiting from them. Smart metering systems expand customers’ capabilities, as they allow them to receive accurate and near real-time feedback on their energy consumption or production, to better manage their own consumption, to participate in and benefit from de- mand-side management programs and other services, and to reduce electricity bills. Smart metering systems also en- able DSOs to gain better visibility of their networks and, as a result, to reduce operating and maintenance costs and pass these savings on to consumers in the form of lower distribution tariffs. The definition of the main goals and the formulation of the fundamentals and basic principles for the develop- ment, deployment, and application of smart systems for measurement, metering, and energy management to en- sure DSF are described in detail in [1, 10]. Among other things, it is recommended to intensify research in the field of smart metering technologies, in particular PLC technolo- gies, measurement synchronization technologies, and cy- bersecurity, etc.; to implement smart metering and de- mand-side flexibility standards taking into account the specifics of the national power sector, the contributions of Ukrainian researchers, and their harmonization with EU standards; to develop and approve extended technical and functional requirements for smart meters as well as for smart systems of measurement, metering, and energy management in Ukraine in accordance with harmonized national standards; to ensure the design and production of smart electricity meters and components of smart systems for measurement, metering, and energy management in Ukraine based on harmonized national standards; to begin modernization of power grids, primarily in-building net- works of the outdated housing stock, in order to enable the implementation of advanced PLC-based smart metering technologies; to adapt the regulatory framework in the field of electricity use to advanced smart metering technol- ogies, etc. An indispensable condition for the effective im- plementation and application of the proposed implicit DR- method is also the adjustment of consumer behavior and the introduction of a culture of rational energy use. Demand-side flexibility vs variability of power generation by DER. The prospective application of the conceptual ap- proaches outlined above consists of using DSF to balance the power system under conditions of variability in power generation by RES. As noted earlier, the IPS of Ukraine is based on the generation capacities of nuclear power plants (NPPs) and thermal power plants (TPPs). Among TPPs, coal- fired plants dominate, for which the start-up time ranges from 2 to 4 hours for a hot start, while a cold start after a long outage requires 6–8 hours. After 2014, some TPP units were converted to operate on lignite, whose cold start re- quires 9–15 hours. Therefore, in the event of shutdown or even transfer of TPP units to hot standby, in the case of a sudden cessation of power generation by RES-based facili- ties—which is often observed—the IPS is simply unable to fill the resulting “gaps” with thermal maneuverable gener- ation. Hence, we draw a simple but important conclusion: renewable generation can be balanced exclusively by DSF, which is based on productive and real-time two-way com- munication between the customer and the EPS. With the implementation of additional technical and func- tional requirements for smart meters and smart systems for measurement, metering and energy management, it is advisable to study the further development of the pro- posed algorithm for adaptive allocation of available electric power among customers (Fig. 1) under conditions of varia- bility in power generation by RESs and balancing of the power system using the DSF-resource (Fig. 2). After the allowed power is communicated, the customer may relinquish part of the allocated power in favor of, in particular, other customers — for example, within peer-to- peer electricity trading — or in favor of the power system when providing services on the electricity market. The customer will also be able, if necessary, to request ad- ditional permitted power from the power system or from other customers. Commercial settlements for the electric- ity and services provided and received may be carried out in monetary terms or according to the principles of net me- tering. The scientific novelty lies in the development of a new im- plicit DR-method based on offering available power. The method is distinguished by real-time informing each cus- tomer about the electric power currently available to them personally, which may be lower or higher than the con- tracted value, within the technical capability of the power grid to deliver it. In response, the customer may uncondi- tionally use the offered power (default acceptance via im- plicit second-order feedback) or consciously refuse to use it in full or in part (via explicit first-order feedback), in partic- ular in exchange for other benefits, such as protection from outage. The developed method is based on the use of extended two-way communication between the power system and each individual customer (subscriber) via smart meters in- tegrated into widely deployed smart systems for measur- ing, metering and energy management designed according to the principles of interchangeability and cybersecurity. The availability of extended two-way real-time communica- tion makes it possible to adaptively redistribute available power among all customers on the basis of impartiality and fairness, taking into account individual power consumption patterns, and to promptly inform stakeholders about the acceptance of available-power offers. The proposed new implicit DR-method creates conditions for optimal and effi- cient use of available capacity while considering the current needs of each customer. The algorithm for adaptive distribution of available electrical power among customers in conditions of instabil- ity of power generation by DER Conclussions The newly developed implicit DR-method based on offering available power is aimed at building a high-potential bal- ancing resource for the IPS of Ukraine, in particular under conditions of power deficit. It is based on combining direct and indirect approaches to ensuring demand-side flexibility by creating a full-featured toolkit for organizing interaction and supporting productive two-way communication be- tween the power grid and customers, using advanced smart meters with extended functionality integrated into unified smart systems for measurement, metering and en- ergy management, designed according to the principles of interchangeability and cybersecurity. The proposed new implicit DR-method will also ensure a reliable and high- quality power supply to customers under conditions of un- stable power generation by RES. Ultimately, this will con- tribute to reducing the use of fossil fuels and mitigating harmful environmental impacts. REFERENCES 1. The article describes the new implicit demand response method developed by the author, based on offering available capacity. The method is distinguished by promptly informing the customer about the amount of electrical power personally available to them for use at a given moment, which may be lower or higher than the contracted level, within the technical capabilities of the power grid and its delivery to the customer. In response, the customer may unconditionally use the offered capacity (default acceptance via implicit second-order feedback) or refuse to use it partially or completely (via explicit first-order feedback), in particular in exchange for other benefits. The new method is based on the use of extended two-way communication between the power system and each individual customer (subscriber) through smart electricity meters integrated into widely deployed smart metering systems built on the principles of interoperability and cybersecurity. The availability of extended real-time two-way communication makes it possible to promptly redistribute available capacity among all customers on the basis of impartiality and fairness, taking into account individual power consumption patterns, in particular under conditions of instability of power generation from renewable energy sources, as well as the occurrence of capacity shortages in the Integrated Power System of Ukraine. The developed new method of implicit demand response will create conditions for optimal and efficient use of available capacity, taking into account the current needs of each customer. This will ensure a reliable power supply to customers both under conditions of capacity shortage and under conditions of unstable generation, and will also contribute to increasing the productivity of power generated by renewable energy facilities. У статті описано розроблений автором новий метод неявного управління попитом на основі пропозиції доступної потужності, який відрізняється оперативним інформуванням користувача про доступну в цей момент до використання персонально ним електричну потужність, що може бути меншою або більшою за законтрактовану в межах технічної здатності електричної мережі з її доставлення користувачеві. У відповідь користувач може безумовно використати запропоновану потужність (акцепт за умовчанням через неявний зворотний зв’язок другого порядку) або відмовитися від її використання частково або повністю (через явний зворотний зв’язок першого порядку), зокрема в обмін на інші бенефіти. Розроблений метод базується на використанні розширеної двоспрямованої комунікації енергосистеми безпосередньо з кожним користувачем (абонентом) на основі смартлічильників електричної енергії, які інтегровано до широко розгорнутих на засадах взаємозамінності та кібербезпеки смартсистем вимірювання, обліку та управління енерговикористанням. Наявність розширеної двосторонньої оперативної комунікації дає змогу оперативно перерозподіляти доступну потужність між усіма користувачами на засадах неупередженості і справедливості з урахуванням індивідуальних режимів електроспоживання, зокрема в умовах нестабільності виробітку електричної енергії з ВДЕ, а також виникнення дефіциту потужності в ОЕС України. А розроблений новий метод неявного управління попитом створить умови для оптимального та ефективного використання доступної потужності з урахуванням актуальних потреб кожного користувача. Це забезпечить надійне електропостачання користувачів як в умовах дефіциту потужності, так і в умовах нестабільності її виробітку, а також сприятиме підвищенню продуктивності використання електричної енергії, що виробляється генерувальними установками на базі ВДЕ.
